Choosing the optimal option for wind power deployment.

STO - On May 14th, Mr. Tran Van Lau, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Soc Trang province, held a working session with relevant departments and agencies regarding the implementation of wind power projects under the Power Development Plan VIII. Also present was Mr. Lam Hoang Nghiep, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of the province.

Delegates attended the working session on the progress of wind power projects under the Power Development Plan VIII.

Currently, in Soc Trang province, 4 new wind power projects with a total capacity of 219MW have been approved and added (including 1 project of 129MW and 3 projects of 30MW); the selection of investors for electricity investment and business projects is carried out in accordance with the law on bidding and the law on electricity. To date, the Department of Industry and Trade has coordinated with the Department of Finance to advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation the List of land areas for bidding for wind power investment projects using land in Soc Trang province in Resolution No. 24/NQ-HĐND, dated March 31, 2025 of the Provincial People's Council; the Department of Finance has published the information on the provincial electronic portal, the National Bidding Network System and publicly posted it in the Bidding Newspaper. At the same time, the Provincial People's Committee also issued Official Letter No. 1339/UBND-TH, dated April 26, 2025 on the implementation of wind power investment projects in the province. Accordingly, the Department of Industry and Trade is assigned to take the lead and coordinate with relevant agencies to prepare project proposals for projects that have been approved by the Provincial People's Council.

At the meeting, the Department of Industry and Trade reported on the procedures for selecting investors for electricity business projects according to two options. Comparing the two options, the total time is the same (164 days). However, in option 2, using proposals from interested investors, if only one investor submits a proposal that meets the criteria, the investor approval procedure will be carried out according to regulations (without a bidding process). In this case, the total time for option 2 is 74 days (45 days less than option 1). Furthermore, if option 1 is implemented, additional regular funding must be requested to prepare the pre-feasibility study report. Based on a comparison between the two options, the Department of Industry and Trade found that selecting an investor for the electricity business project according to Option 2 would take less time and cost less than Option 1. Therefore, the Department of Industry and Trade proposed that the Provincial People's Committee consider and agree to assign the Department of Industry and Trade to implement Option 2. The delegates agreed with the proposal of the Department of Industry and Trade.

Concluding the meeting, Chairman of the Provincial People's Committee Tran Van Lau agreed with the opinions expressed at the meeting to choose option 2 as proposed by the Department of Industry and Trade. He also requested the Department of Industry and Trade to closely coordinate with relevant departments and localities to thoroughly review the land locations allocated for the project, ensuring they conform to planning regulations, comply with legal provisions, guarantee security and safety, and facilitate connection to the national power grid once the project is implemented.
