Choosing the optimal solution for wind power deployment

Delegates attended a working session on the implementation of wind power projects according to Power Plan VIII.

Currently, in Soc Trang province, 4 new wind power projects with a total capacity of 219MW (including 1 project of 129MW and 3 projects of 30MW) have been approved and added; investors for power business investment projects are selected according to the provisions of the law on bidding and the law on electricity. Up to now, the Department of Industry and Trade has coordinated with the Department of Finance to advise the Provincial People's Committee to submit to the Provincial People's Council to promulgate the List of land plots for bidding for wind power investment projects using land in Soc Trang province in Resolution No. 24/NQ-HDND, dated March 31, 2025 of the Provincial People's Council; The Department of Finance has published information on the provincial electronic information portal, the National Bidding Network System and posted it publicly on the Bidding Newspaper. At the same time, the Provincial People's Committee also issued Official Dispatch No. 1339/UBND-TH, dated April 26, 2025 on the implementation of wind power investment projects in the province. Accordingly, the Department of Industry and Trade is assigned to preside over and coordinate with relevant agencies to organize the preparation of project proposal documents for projects approved by the Provincial People's Council.

At the meeting, the Department of Industry and Trade reported on the procedures for selecting investors for power business investment projects according to 2 options. Comparing the 2 options, the total time is the same (164 days). However, option 2, using the proposal documents of interested investors, at the invitation step, if there is only 1 investor with a proposal document that meets the conditions for inviting interest, the procedure for approving the investor to implement the project will be carried out according to regulations (no bidding is organized), then the total time for implementing option 2 is 74 days (45 days less than option 1). At the same time, if implementing according to option 1, it is necessary to request additional regular funding to prepare a pre-feasibility study report. Based on the comparison between the two options, the Department of Industry and Trade found that selecting an investor for the electricity business investment project according to option 2 would take less time and cost than option 1. Therefore, the Department of Industry and Trade proposed that the Provincial People's Committee consider and agree to assign the Department of Industry and Trade to implement option 2. The delegates agreed with the proposal of the Department of Industry and Trade.

Concluding the meeting, Chairman of the Provincial People's Committee Tran Van Lau agreed with the opinions at the meeting to choose option 2 as proposed by the Department of Industry and Trade. At the same time, he requested the Department of Industry and Trade to closely coordinate with sectors and localities to carefully review the land locations assigned for the project to ensure compliance with planning, compliance with legal regulations, security and safety, and after the project is implemented, it will be conveniently connected to the national grid.
