This is also one of the important requirements and tasks as the country faces new opportunities, entering a new era, an era of national progress. Not replacing or neglecting the Party's leadership. The article "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage" by General Secretary To Lam is receiving attention from the public and experts and researchers. One content that has received much attention is ensuring the unity between the Party's leadership and the organization and implementation of the State's management power. At the same time, it is necessary to distinguish the Party's powers over the State and society, avoiding overlapping functions, tasks, and powers that lead to situations where responsibilities are taken over, or where responsibility is neglected and shirked whenever consequences arise. The Party's leadership ensures that power truly belongs to the people, that the State is truly of the people, by the people, and for the people. The Party comprehensively leads the country and is responsible for all successes and shortcomings in the cause of building and defending the Fatherland.” However, the central issue that needs to be addressed and rectified is the need for solutions to clearly define the powers of the Party and the State, clarifying the “boundary between leadership and management.” In the new situation, General Secretary To Lam set forth the requirement: Ensuring that the Party's leadership tasks do not overlap with management tasks; distinguishing and clearly defining the specific tasks of leaders at all levels in different types of Party organizations, avoiding situations of overlapping responsibilities or the existence of duplication and formalism. Strongly reforming working styles and methods towards a scientific and professional direction, with the motto "playing the right role, knowing the lesson." The Party's operation within the framework of the Constitution and laws is a principle enshrined in the Party Charter and Article 4 of the 2013 Constitution of the Socialist Republic of Vietnam: "Party organizations and members of the Communist Party of Vietnam operate within the framework of the Constitution and laws." This principle has brought great achievements in the "Party leadership, State management, people's ownership" mechanism in our country. Some urgent solutions: From reality, especially through prominent cases and incidents involving a segment of Party members, including many high-ranking members, it can be seen that: A segment of cadres, Party members, and Party organizations have not yet clearly understood the principle of "the Party operating within the framework of the Constitution and laws." A segment of Party members violate the law, especially in the economic field, with serious nature and extent. Some officials and Party members take advantage of their positions and authority to engage in corruption and negative practices, cover up illegal economic activities, and allow their wives, children, and relatives to profit from their positions and authority... Vuong Based on that reality and through analysis, experts and scholars believe that solutions are needed to limit and eventually prevent the aforementioned situation. These solutions should focus on several key areas: Firstly, continue to vigorously implement the tasks and solutions outlined in the 4th Plenum of the 13th Central Committee, which include more comprehensive and decisive efforts in building and rectifying the Party, building a socialist rule of law state, and a comprehensive, clean, and strong political system. In addition, build a contingent of cadres at all levels, especially at the strategic level and in leadership positions, with sufficient qualities, capabilities, and prestige to match their responsibilities; resolutely and persistently fight against corruption and negative phenomena, and strictly punish errant cadres. Secondly, strengthen propaganda and education to raise awareness and responsibility among Party committees at all levels and cadres and Party members regarding the principle that the Party operates within the framework of the Constitution and laws; Emphasis should be placed on strictly implementing the Central Party Committee's regulations on what Party members are not allowed to do. The country is entering a new era, an era of progress that requires strong innovation. Promote the role of the heads of Party committees and government. Fourth, focus on streamlining the Party's organizational structure and agencies. Research and promote the merger of some advisory and support agencies of the Party; conduct a comprehensive assessment of the concurrent holding of positions within the Party and the political system to make appropriate decisions. Ensure that the Party's leadership tasks do not overlap with management tasks; clearly distinguish and define the specific tasks of leaders at different levels in various types of Party organizations. Fifth, innovate and improve the quality of drafting and issuing Party documents in a comprehensive, focused, and targeted manner, with high predictive value and close adherence to reality. Simultaneously, refine regulations on the issuance of Party documents to ensure they are scientific , practical, systematic, and rigorous. Review, identify, and rectify overlapping and contradictory content in Party documents already issued, and abolish documents that are no longer appropriate. Sixth, strengthen and improve the effectiveness and efficiency of the Party's inspection and supervision work. Promote the role and responsibility of the Party's advisory and support agencies in inspecting and supervising activities within their assigned fields. Ensure close and synchronized coordination between the Party's inspection and supervision work and the State's inspection, auditing, and investigation work. Renewing the Party's leadership and governance methods is a continuous, decisive, synchronized, and ongoing process within the Party. This is a pressing requirement and task today as the country faces a new historical moment, a new era, an era of national resurgence.
