Taking a tough stance against intellectual property infringement.

After a three-week intensive campaign, as of May 30, 2026, authorities nationwide had detected 2,036 cases showing signs of intellectual property infringement. Of these, 1,616 cases were handled administratively, with total fines amounting to nearly 17.9 billion VND. Over 1,600 organizations and individuals were penalized according to the law. These figures once again demonstrate that "intellectual property infringement continues to be a complex issue."

In recent years, along with the rapid development of e-commerce and the digital economy , many individuals have exploited loopholes in the management of e-commerce platforms, social networks, and cross-border platforms to commit intellectual property violations for profit. Using increasingly sophisticated methods and tactics, many have infringed on the copyrights of films, music, video games, etc. The production and sale of counterfeit goods, especially those bearing the trademarks of famous brands, is no longer uncommon. This has led to many people becoming victims of buying fake goods, resulting in the purchase of counterfeit or substandard products that affect consumer health. Furthermore, intellectual property infringement also seriously impacts the legitimate rights and interests of businesses. In the context of Vietnam's participation in numerous new-generation free trade agreements, the demand for intellectual property protection is increasing. Failure to control, prevent, and promptly address intellectual property infringement will directly impact the investment environment and national reputation.

Due to the serious nature of intellectual property infringement, many National Assembly deputies have spoken out on this issue in the National Assembly forum. During a group discussion at the Ninth Session of the 15th National Assembly, in response to the authorities' crackdown on numerous cases of counterfeit, fake, and substandard goods in large quantities, National Assembly Chairman Tran Thanh Man questioned: "We have laws, and we have steering committees (the Steering Committee for Combating Smuggling, Commercial Fraud, and Counterfeit Goods) from the central to local levels, but why are counterfeit, fake, and imitation goods still prevalent on such a large scale?" Demanding a serious review of this issue, the National Assembly Chairman also stated, "The main thing is that localities must strengthen market management, and relevant agencies must take more decisive action to address the situation of counterfeit, fake, and imitation goods, thereby building consumer trust. We must increase the consumption of goods and encourage Vietnamese people to prioritize using Vietnamese products."

In reality, there are many reasons leading to intellectual property rights violations, including the fact that some people and businesses still do not fully understand the value of intellectual property. Many businesses have not proactively registered trademarks, industrial designs, or copyrights, leading to difficulties when disputes arise. The large profits from the production and sale of counterfeit goods lead many individuals to disregard the law and commit violations. Meanwhile, coordination among functional forces in some localities is still not synchronized. Detecting and collecting evidence of violations in cyberspace faces many difficulties.

The detection of over 2,000 cases showing signs of intellectual property infringement is a significant effort by authorities during the recent peak period, but it is only an initial result. To detect and prevent this situation more quickly, a comprehensive review of all legal regulations related to the enforcement of intellectual property rights is needed. In particular, it is necessary to study increasing the penalties for administrative and criminal violations of intellectual property rights to ensure deterrence. Review and amend current decrees and circulars to meet the requirements of preventing and handling violations of intellectual property rights. Along with this, strengthen focused inspection and monitoring of areas, locations, and product groups with a high risk of infringement. Improve the inter-agency coordination mechanism between market management forces, police, customs, specialized inspectors, the procuracy, and the courts to ensure the prompt, effective, and strict handling of serious cases.

Protecting intellectual property rights is not only a law enforcement task but also a crucial factor in promoting innovation and enhancing national competitiveness. Only when we do this well can we protect legitimate businesses, safeguard consumer rights, and create a transparent business environment.
