On December 26, Vietnam Agriculture Newspaper, Department of Crop Production and Office of the Ministry of Agriculture and Rural Development jointly organized the Forum "Current status of production, business, registration and self-declaration of circulation of agricultural plant varieties, solutions for effective and sustainable development of Vietnam's plant seed industry".
Mr. Tran Xuan Dinh, General Secretary of the Vietnam Plant Seed Trade Association, shared that the trend of trading plant varieties online is inevitable but brings many consequences and consequences. Some individuals and fraudulent groups have organized to introduce and advertise on social networks such as Facebook, Zalo, TikTok... new plant varieties with large fruits, beautiful and attractive colors, and deliver them to farmers' homes.
Best-selling rice varieties, good varieties favored by farmers, big brands such as ThaiBinh Seed, Vinaseed... are impersonated by subjects, selling fake seeds online, selling in a "multi-level" style. Most of the farmers in remote areas, areas where the retail and distribution systems of companies have not reached become victims.
Seed production and trading is a conditional business, which is strictly regulated in legal documents and legal guidelines; however, online sales do not have specific regulations and sanctions, which is a loophole and difficulty for the management of plant varieties in particular and many other commercial activities in general.
According to Mr. Nguyen Van Viet, Director of Nafoods Research and Development Institute, in the seedling market, especially fruit trees, there is still a phenomenon of floating seeds of unknown origin. Many businesses do not invest in machinery and technology but instead use conventional testing methods. Their seeds are not guaranteed, causing market disruption - this is an alarming situation.
Associate Professor Dr. Nguyen Van Viet suggested that the management agency should coordinate closely with the media to prevent the widespread sale of plant varieties of unknown origin. At the same time, Mr. Viet proposed that the Department of Crop Production should provide specific written instructions so that businesses can self-declare the circulation of plant varieties, thereby enhancing the proactive ability of businesses in managing plant varieties.
Professor Tran Dinh Long, Chairman of the Vietnam Plant Variety Association, said that we should study and shorten the self-declaration procedure, units only need to publish on the electronic information portal and be responsible before the law for their declaration. The Department of Crop Production will do post-inspection, any enterprise that does not follow the declaration will be punished.
Ms. Nguyen Thi Mai Hien, Deputy Director of the Legal Department (Ministry of Agriculture and Rural Development) proposed 4 contents that need to be further studied and proposed for completion, including: Recognition of plant variety testing organizations, supplementary guidance on gene sequencing methods, conditions for extending plant varieties, completion of the Vietnamese standards system, and Vietnamese standards for main plant varieties.
