The work of disseminating and promoting compliance with the law in the community is consistently given attention and guidance. Annually, the Standing Committee of the Provincial Fatherland Front Committee organizes training conferences on disseminating and educating the public about the law for delegates including heads of Fatherland Front working committees and leaders of core legal dissemination groups in residential areas. These conferences focus on topics such as: the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign, the Law on Grassroots Democracy, guiding decrees for its implementation, the 2015 Penal Code, the Law on Beliefs and Religions, environmental protection laws in rural development, traffic safety, and crime prevention, drug control, and social evils. The province has also strengthened 3,492 core legal dissemination groups in residential areas with over 20,000 members, regularly disseminating the Party's guidelines and policies, and the State's laws to all segments of the population. The highlight of activities in 2024 was the Provincial Fatherland Front Committee's intensified propaganda and mobilization efforts to encourage people to comply with laws and regulations in land clearance for key socio-economic , national defense, and security projects; organizing a conference to disseminate information and gather opinions from the community in the area where the North-South Expressway expansion project (Eastern section Cao Bo - Mai Son) is being implemented, passing through Yen Yen district, Nam Dinh province. As a result, 100% of the delegates attending the conference agreed with the investment and construction plan for the project. A conference was also organized to disseminate information on "Consulting the community in the area where the Ninh Binh - Hai Phong Expressway project, section through Nam Dinh province," passing through 23 communes in 4 districts: Xuan Truong, Truc Ninh, Nam Truc, and Nghia Hung. As a result, 100% of the delegates present at both conferences agreed with the project's construction plan.
In addition, the Fatherland Front at all levels continues to effectively implement programs and projects in coordination with departments, agencies, and organizations such as Project I/138 on mobilizing "All citizens to participate in preventing, detecting, and reporting crimes, and rehabilitating and educating offenders in families and residential communities"; movements such as "All citizens participate in ensuring traffic safety and order", "All citizens participate in environmental protection", population and family planning programs, and ensuring food safety in production and business...; promoting the mobilization of residential areas and households to sign commitments to participate in crime prevention, drug control, and social evils prevention, and registering to build "Residential Areas with 5 No's"; and participating in building and implementing regulations and customs in residential communities. The Provincial Fatherland Front has also guided the Fatherland Front at all levels to continue building, maintaining, and expanding self-governance models in residential communities in the fields of transportation and environment; Crime prevention, drug control, and social vice prevention are key initiatives. Examples include the "Parish and Catholic communities participating in environmental resource protection" model in 67 communes with large Catholic populations; the "Implementing civilized practices in funeral ceremonies" model in Nam Dinh city and the districts of Vu Ban, Yen Yen, Nam Truc, Hai Hau, and Truc Ninh; the "Residential areas ensuring traffic safety and order" model in Vu Ban and Hai Hau districts; and the "Residential areas free from crime, drugs, and social vices" model in Truc Ninh, Hai Hau, Nghia Hung, and Nam Truc districts.
Over the years, the Vietnam Fatherland Front, together with political and social organizations, has strengthened and built over 3,000 self-governing teams for security, order, and traffic safety in residential areas. Through these models, the role of the Front's working committees in residential areas has been enhanced in organizing propaganda and mobilizing people to actively participate in preventing, detecting, combating, and reporting all types of crimes and social evils; building awareness of complying with legal regulations on traffic safety and environmental protection among all strata of the population, contributing to the transformation of key and complex areas; building "Cultural Families" and "Cultural Residential Areas"; and effectively implementing the criteria for building advanced and model new rural areas. To date, 100% of households have registered to build "Cultural Families," with an average of over 90% of households recognized as cultural families annually, and 80% of residential areas recognized as "Cultural Residential Areas." 100% of residential areas have reviewed and supplemented their community regulations and customs. In many localities, the Fatherland Front at all levels closely coordinates with the government, member organizations of the Front, and the police at the same level to consolidate and expand models and clubs of people participating in ensuring security and order at the grassroots level in the direction of self-governance, self-prevention, self-protection, and self-mediation. The entire province currently has 2,106 mediation teams in residential areas. In 2024, these mediation teams successfully mediated 1,037 out of 1,490 disputes and conflicts causing disunity within the community, contributing to maintaining good relationships within families, villages, and among the people. In addition, the Fatherland Front at all levels regularly focuses on receiving citizens and handling complaints, denunciations, and requests from citizens. This has made an important contribution to political stability, the implementation of economic development tasks, and the construction of new rural areas and civilized urban areas. This will create internal strength from each family and each resident in the community to participate in maintaining security and order at the grassroots level.
In the coming period, the Fatherland Front at all levels will continue to promote the dissemination of information and mobilize the people to implement the campaign "All people unite to build new rural areas and civilized urban areas," and the movement "All people protect national security"; actively participate in building safe residential areas; focus on resolving current pressing issues such as traffic safety; crime prevention, drug control, and social evils; and coordinate in building and replicating effective models to ensure political security and social order.
