International Resources
In the article “Radiant Vietnam”, General Secretary To Lam affirmed that the mission of the Communist Party of Vietnam in the current period is “to lead and bring the country into an era of development, an era of prosperity and strength, to successfully build a socialist Vietnam, a rich people, a strong country, democracy, fairness, civilization, on par with the world powers; to ensure that all people have a prosperous and happy life, are supported to develop and get rich; to contribute more and more to peace , stability, and development of the region and the world, for the happiness of humanity and global civilization”.
To achieve the above-mentioned noble political mission, the Party is required to gather, mobilize and maximize all resources, both domestic and international. More specifically, these are all material factors (such as natural resources, human resources, national assets, technology, political system, market system, etc.) and immaterial factors (such as ideology, spirit, knowledge, consciousness, political attitude and belief, etc.) that can be used to realize national development goals.
Modern world history shows that the development of each country cannot be without the role of international resources, also known as external forces. This statement can be easily proven with the "miraculous" development breakthrough in the last decades of the 20th century of many countries in the East Asian region such as Japan, South Korea, Singapore, China, or Taiwan. For Vietnam, the history of the Party leading the revolutionary movement to regain national independence, unify the country, and innovate also shows the prominent role of external factors.
In the early decades of the 20th century, when the patriotic forces showed signs of "deadlock" in the revolutionary path, the Marxist-Leninist ideology spread by President Ho Chi Minh in our country equipped Vietnamese patriots with a new cognitive foundation and political viewpoint, a thinking prism and a method of action suitable to the social context at that time. The combination of new ideology and thinking suitable to the existing strength of the patriotic forces brought about brilliant results, which was the success of the August Revolution in 1945.
The process of protecting national independence, national unification, innovation and international integration of the Vietnamese people would certainly be much more difficult without the great and valuable support and assistance of international friends. To have a radiant Vietnam today, as General Secretary To Lam affirmed, we "are always grateful to international comrades and friends who have always accompanied, supported and helped the Vietnamese people in the past struggle for national independence, as well as continued cooperation and support in the cause of building and developing the country today".
The history of the country's revolutionary struggle and development over the past 100 years also shows Vietnam's ability to adapt and be flexible to changing contexts in the process of international integration: "From limited, selective, ideological integration" to "initial economic integration", then "deep, comprehensive international integration", and now "international integration in all fields". It can be said that this is a process of maturity in both awareness, foreign policy actions and international integration of Vietnam in the volatile and unpredictable modern world.
In the article “Strengthening in international integration”, General Secretary To Lam reaffirmed the Party’s leadership viewpoint and determination from now until the middle of the 21st century: “Our country is entering an era of striving towards prosperity, strength, “rich people, strong country, democracy, equality, civilization”. According to the General Secretary, the Party’s leadership vision and political determination in the new period are requiring us to “have a new mindset, position and new thinking and approach to international integration”.

The spirit of reaching out
After nearly 40 years of renovation, Vietnam's international integration process has achieved remarkable results, contributing significantly and prominently to changing the country's position in the international arena. "From an isolated country, Vietnam has established diplomatic relations with 194 countries in the world, has comprehensive strategic partnerships, strategic partnerships and comprehensive partnerships with 34 countries, including all permanent members of the United Nations Security Council and major countries; is an active member of over 70 regional and international organizations, and has extensive and substantive political, defense and security relations."
“From a poor, backward, low-level, besieged and embargoed economy, Vietnam has become one of the 34 largest economies in the world, with its economic scale increasing nearly 100 times compared to 1986, and per capita income increasing from less than 100 USD to nearly 5,000 USD”. Vietnam has also participated in many multi-level international economic cooperation and association agreements, thereby connecting Vietnam with more than 60 key economies.
Looking to the future, General Secretary To Lam said: “In today’s interdependent world, the development of each nation cannot be isolated, standing outside the impacts of the world and the era, of current events and its situation… we must keep pace with the movements of the world, find a way to bring peace, stability, prosperity, development and build a higher, more solid position for the country in the new era”.
To successfully integrate internationally, according to the General Secretary, we must “put the country in the mainstream of the times, beat with the same rhythm, breathe with the same breath of the times”, increase our strength through connecting with the world”. For the country to be able to integrate into the currents of the times, keep up with the times, we need to determine a new mindset, a national mindset of striving, for foreign affairs and international integration.
The awareness of a rising nation, moving towards higher and more challenging goals, will require openness, receptiveness, and readiness to cooperate with all countries and international organizations, and to cooperate in all fields. This also means that, instead of being passive and waiting for international support, foreign affairs and international integration in the era of national rise will have to be more open and proactive, "shifting from receiving to contributing, from deep integration to full integration, from the position of a country following behind to the status of a country rising up, pioneering in new fields".

Harness the power of the times
The article “Strengthening in international integration” by General Secretary To Lam commented on the risk of a country falling behind if it does not keep up with the times and does not know how to take advantage of the power of the times: “In the transitional period between the old and the new, small and medium-sized countries are often put in a passive position and cannot adapt in time. In this transition, if we do not promptly keep pace with the world, identify and seize opportunities to put the country in the right flow of the times in the next 10 or 20 years, the risk of falling behind will be more present than ever”. It is the risk of falling behind that is posing the need to raise the level of foreign affairs and international integration, so that the country can take advantage of the power of the times in the era of national growth.
According to the General Secretary, the strength of the current era is “political, economic and social trends in the world such as peace, cooperation and development, the trend of democratization of international relations, the trend of sustainable development, the trend of economic cooperation and association; the strength of the international community in consensus in creating and consolidating a multipolar, multi-centered, democratic, fair, equal world based on international law and especially the scientific and technological revolution that is opening up endless development space based on knowledge and human potential”. Based on such awareness, the General Secretary outlined a number of key, principled issues that need to be respected and seriously implemented in foreign affairs and international integration.
Firstly , promoting foreign affairs and international integration is considered an important and regular task but must always ensure the highest interests of the nation and people.
Second, "internal strength is the main resource, the root of strength, so it must always be promoted to ensure the proactiveness, independence and self-reliance" of the country.
Third , international integration must be synchronous and extensive, but must "preserve national identity, integrate, assimilate but not dissolve".
Fourth, in addition to focusing on partners and limiting targets, we need to "respect the basic principles of the United Nations Charter and international law"... we must properly demonstrate the spirit of "active and responsible partnership" of the international community, ready to contribute to the common efforts of the region and the world.
The ideas, viewpoints and policy orientations presented in the article “Strengthening in international integration” by General Secretary To Lam show new and modern perceptions of the need to elevate foreign affairs and international integration in the era of the Vietnamese nation’s rise. In order for the country to progress with the times and soon stand shoulder to shoulder with the world powers, we need to be proactive, open, receptive and ready to cooperate in all fields, with all countries and international organizations.
