
The road project from Hin Pen village to Huoi Phang village was approved for investment at the end of 2025. The project, with the People's Committee of Muong Lam commune as the investor, involves a 4-meter wide, 16-centimeter thick concrete road approximately 5 km long, with a total investment of 17.2 billion VND from the central government budget under the National Target Program for socio -economic development in ethnic minority and mountainous areas.
Mr. Lo Van Xoa, Chairman of the Commune People's Committee, said: To ensure the project is completed on time, the commune has established working groups to directly go to the area, mobilize people to donate land, crops, and relocate fences to hand over a clean site to the construction unit. At the same time, it has directed the construction unit to mobilize maximum machinery and manpower to implement the project. The Vietnam Fatherland Front Committee of the commune has effectively played its role in community supervision, urging the contractor to complete the project on schedule and meet quality standards.

Due to its remote location from the commune center and the lack of prior investment in transportation infrastructure, the implementation of this project is extremely urgent. Currently, the construction unit is mobilizing maximum manpower and equipment, urgently carrying out site leveling and drainage works to complete the road as soon as possible. Mr. Quang Van Than, Team Leader of the Construction Team, Joint Venture of Viet Dung 88 Co., Ltd. - ACLT Consulting and Construction JSC - Ha Soi Co., Ltd., said: "We have basically completed the site leveling work along the entire route. Currently, the unit is focusing maximum manpower on constructing the drainage system, striving to complete these items within June. At the same time, we are urgently stockpiling construction materials at the construction site to ensure continuous construction progress."
To date, the project has completed 45% of the contract value and has disbursed 5.1 billion VND, reaching 91.3% of the allocated capital. The People's Committee of Muong Lam commune is continuing to propose to the Provincial People's Committee and relevant agencies to consider and provide additional funding soon so that the project is not interrupted and can be completed and put into operation in 2026.

Once completed, the road will solve the problem of muddy dirt roads during the rainy season and dusty roads during the dry season, making travel more convenient for the people, creating an important leverage for the trade of goods in the area and neighboring villages, promoting socio-economic development and helping people escape poverty. Mr. Lo Van Duong, Party Secretary and Head of Huoi Phang village, happily shared: "Thanks to the Party and the State's attention and investment in building the concrete road, everyone in the village is very happy. Therefore, the village actively cooperated with the government in land clearance and assigned people to closely supervise the construction process."
The timely implementation of the Hin Pẻn - Huổi Phẩng inter-village road project is a testament to the deep concern of all levels of government for remote and disadvantaged areas. Upon completion and commissioning, the project will create momentum to boost trade between the villages of Mường Lầm commune, Sơn La province, and Tìa Dình commune, Điện Biên province, contributing to the continued effective implementation of sustainable poverty reduction efforts.
