The "Effective Public Relations" Model at the Provincial People's Court

During the period 2021-2025, the Provincial People's Court effectively implemented the "Effective Public Relations" model to build a team of officials who are "close to the people, understand the people, help the people, and learn from the people," tighten discipline, and improve the quality of judicial activities. The unit's efforts in innovation and administrative procedure reform have firmly consolidated the people's trust, earning it an excellent commendation from the Provincial People's Committee in 2025.

The Provincial People's Court has embraced the spirit of "putting the people first," linking the implementation of the "Enhancing Responsibility in Serving the People" model of effective public relations with resolutions and directives from the Central and Provincial authorities. It has directed subordinate units to develop specific plans, considering the responsibility of serving the people as a criterion for annual emulation evaluation. Mr. Nguyen Minh Hai, Chief Justice of the Provincial People's Court, stated: Implementing the effective public relations model, the unit has focused on improving the quality of judicial work, protecting the legitimate rights and interests of the people; paying attention to reforming administrative and judicial procedures at the Court; and standardizing the process of receiving citizens, accepting and resolving petitions. It has also built a team of officials and civil servants with strong political convictions, moral character, professional competence, and a sense of service to the people, with 100% of officials and civil servants developing self-improvement plans to enhance public service ethics and interpersonal skills...

Focusing on improving the quality of trials and protecting the legitimate rights and interests of the people, the two-level People's Courts in the province have effectively implemented 17 breakthrough solutions of the Supreme People's Court. During the process of resolving and adjudicating cases, judges and clerks work impartially, objectively, and honestly, without personal gain; enhancing their sense of responsibility to ensure fairness and equality so that those participating in the proceedings can fully exercise their rights and obligations. Emphasis is placed on improving mediation and dialogue, resolving cases effectively to save time, costs, and effort, and ensuring the legitimate rights and interests of the parties involved. In 2023, the case resolution rate of the two-level People's Courts in Son La province reached 98.52%, projected to reach 98.91% in 2024 and 99.1% in 2025. Specifically, from the beginning of this year to date, the two-level People's Courts of the province have resolved and adjudicated 74.2% of cases. The remaining cases are within the legally prescribed time limit for resolution; none have exceeded the statutory time limit. The success rate of mediation and dialogue reached 65.5% in 2023, 57.9% in 2024, and 99.5% in 2025; from the beginning of 2026 to the present, it has exceeded 98%.

The handling of citizen complaints and denunciations is carried out in accordance with the law. Officials, judges, and clerks maintain a proper, courteous, open, and respectful attitude towards citizens; they explain and guide citizens thoroughly and completely in accordance with the law; and they ensure the legitimate rights and interests of the people. Information presented directly by citizens is recorded in minutes and accurately and truthfully documented. Instructions on the citizen reception process, the process for handling petitions and requests, and sample court procedural documents are posted at the citizen reception area for easy access by citizens. From 2023 to the present, the two levels of People's Courts have received and resolved 400 out of 400 complaints, denunciations, petitions, and feedback. 100% of citizen reception officials and judicial officers demonstrate exemplary conduct, a commitment to serving the people, and uphold the image of court officials who are "close to the people, understand the people, help the people, and learn from the people."

The courts also focus on disseminating and educating the public about the law, raising awareness and legal responsibility through organizing online trials, mock trials, etc. From 2023 to 2025, the two-level People's Courts have organized 130 trials and 5 mock trials. Since the beginning of this year alone, the two-level People's Courts have organized 87 online trials, an increase of 48 trials compared to the same period in 2025, saving effort, travel costs, and reducing social and state costs incurred in the process of resolving cases. They have also organized 61 trial review sessions; participated in online trial review sessions organized by provincial People's Courts, thereby improving trial organization experience and helping judges enhance their skills and expertise in adjudication, meeting the requirements of judicial reform in the new situation.

It can be seen that the People's Courts at both levels in the province have concretized the Party's guidelines and policies on mass mobilization into the specific tasks of the sector, helping to improve the quality of trials and mediation, resolving complaints and denunciations, and judicial reform..., contributing to consolidating and strengthening the people's trust in the Party's guidelines and policies, the State's laws and regulations, maintaining political stability, and ensuring social order and safety in the area.
