
Nam Ty commune was established by merging the entire area and population of the former Nam Ty and Chieng Phung communes. Comrade Pham Van Anh, Deputy Secretary of the Standing Committee of the Nam Ty Commune Party Committee, stated: Implementing a two-tiered local government model and overcoming all difficulties, the Commune People's Committee has proactively implemented administrative reform plans, a one-stop shop mechanism, an integrated one-stop shop, and handled administrative procedures electronically. At the Commune Public Administrative Service Center, all administrative procedures are publicly and transparently displayed. From July 1, 2025 to May 10, 2026, the Center received and processed 2,664 dossiers, of which 98.6% were processed correctly and ahead of schedule; the rate of digitized dossiers reached 100%.
Besides reforming administrative procedures, the Standing Committee of the Nậm Ty Commune Party Committee has led and directed the acceleration of digital transformation in management and administration. The commune has focused on digitizing archived documents, creating databases, using digital signatures, electronic documents, and electronic files. The work of creating and managing electronic files has initially established a systematic approach, serving inspection, retrieval, long-term storage, and gradually reducing dependence on paper files.

In implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation, the Party Committee of the commune directed agencies and units to synchronously implement tasks related to digital infrastructure, databases, and management software. To date, 100% of commune-level officials and civil servants have been equipped with computers with internet access for work; 4G mobile networks have been deployed to all areas within the commune; the percentage of households with smartphones has reached over 90%; and the 5G coverage rate has reached over 20% of the commune's population.
At the Party level, the commune Party Committee uses software for managing cadres and civil servants; 100% of directives and announcements from the Party Committee are issued electronically with digital signatures and sent and received through the electronic document management system. The commune Party Committee has implemented the use of the electronic Party Member Handbook for 100% of Party members according to the instructions from higher levels; uses software to monitor the progress of Party congresses at all levels; and is preparing to implement four administrative procedures of the Party: collecting and paying Party fees; transferring to full Party membership; transferring to temporary Party membership; and confirming place of residence.
Comrade Luong Van May, Party Secretary and Head of Chieng Vang village, shared: "The village has 188 households and 890 inhabitants. After the merger, the commune's area is very large, and it takes a long time to travel from the village to the commune center by motorbike. But thanks to commune officials coming down to the village to guide the village management board, we then went back to 'guide' each household in the village. To date, the people's mindset has changed significantly. For procedures that can be done online, the youth in the village proactively assist. Administrative procedures are public and transparent, from fees to appointment dates, so the people have great trust in the government."

Sharing the same enthusiasm, Mr. Luong Van Dinh, a resident of Chieng Vang village, said: "Chieng Vang village used to belong to Chieng Phung commune, located very close to the old commune center. Now, the commune has merged and moved its office to the new Nam Ty commune, more than 15 km away from the village. Initially, the villagers were hesitant about having to go to the new office to do paperwork. However, we were warmly welcomed by the staff at the one-stop service center, who guided us meticulously step by step; many procedures were processed and results were given on the same day, so the villagers were very happy because they didn't have to travel back and forth multiple times."
The initial results, after nearly a year of implementing the two-tiered local government model in Nam Ty commune, clearly demonstrate the determination of the government and the unity of the people. Geographical and economic barriers can be overcome through transparency and technology. In the coming time, Nam Ty commune will continue to promote online public services to all villages; strictly implement the digitization of records and results of administrative procedures; resolutely prevent delays, and strive for people's satisfaction.
