Regarding the organizational structure, the leadership of the Commune Health Station includes a Director and Deputy Directors. The number of Deputy Directors is implemented according to the provisions of law and of competent authorities.
The Chairman of the People's Committee of the commune shall decide to appoint, re-appoint, extend the term of office, dismiss, resign, or remove the Director and Deputy Director of the Commune Health Station according to the provisions of law.
The minimum organizations of the Commune Health Station include:
+ Office or General Administration Department
+ Department of Population, Children and Social Protection
+ Department of Disease Prevention and Food Safety
+ Department of Examination and Treatment
+ Department of Pharmacy, medical equipment, paraclinical
The stations are organizations under the Commune Health Station, organized to carry out all or part of the functions and tasks of the Commune Health Station, ensuring the provision of health services to the people.

The Director of the Commune Health Station issues the functions, tasks and working relationships for organizations under the Commune Health Station.
The Circular clearly states that, during the time when the arrangement and reorganization of commune-level Health Stations according to the model of public service units has not been completed, based on the actual situation of the locality, the functions, tasks and powers of commune-level Health Stations are prescribed in this Circular and the tasks assigned by law to commune-level Health Stations, the Provincial People's Committee is responsible for:
+ Temporarily regulate the functions, tasks, powers and organizational structure of commune-level health stations under their management authority to ensure the provision of health services to local people in accordance with the actual situation of human resources, facilities and medical equipment.
+ Assign a unit to directly manage the Commune Health Station.
+ Assign the Director of the Provincial Department of Health to direct and coordinate units under its management to support commune-level Health Stations in technical expertise and human resource support when necessary; submit to the Provincial People's Committee to assign units to sign contracts for medical examination and treatment under health insurance for commune-level Health Stations; ensure adequate supply of medicines, chemicals, medical equipment and other necessary conditions to effectively implement the activities of commune-level Health Stations.
+ Commune-level health stations are subject to the provisions of Clause 8, Article 69 of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
Circular No. 43/2025/TT-BYT dated November 15, 2025 of the Ministry of Health takes effect from January 1, 2026.
In Hai Phong city, there are currently 375 health stations in 114 health stations in communes, wards and special zones.
