In terms of organizational structure, the leadership of the commune-level health station consists of a Director and a Deputy Director. The number of Deputy Directors is in accordance with the law and the regulations of the competent authority.

The Director and Deputy Director of the commune-level health station are appointed, reappointed, have their terms of office extended, dismissed, resign, or be removed from their managerial positions by the Chairman of the commune-level People's Committee in accordance with the law.

The minimum organizations under a commune-level health station include:

+ General Office or Administrative Department

+ Department of Population, Children, and Social Welfare

+ Department of Disease Prevention and Food Safety

+ Department of Examination and Treatment

+ Pharmacy, medical equipment, and paraclinical services

The health stations are organizations directly under the commune-level health station, organized to implement all or part of the functions and tasks of the commune-level health station, ensuring the provision of health services to the people.

The Director of the Commune Health Station issues regulations outlining the functions, duties, and working relationships of the organizations under the Commune Health Station.

The Circular clearly states that, during the period before the completion of the rearrangement and reorganization of commune-level health stations according to the public service unit model, based on the actual situation of the locality, the functions, tasks, and powers of the commune-level health station as stipulated in this Circular and the tasks assigned to the commune-level health station by law, the Provincial People's Committee is responsible for:

+ Temporarily regulate the functions, tasks, powers, and organizational structure of commune-level health stations under their management authority to ensure the provision of health services to the people in the area in accordance with the actual situation regarding human resources, facilities, and medical equipment.

+ Assigning a unit to directly manage the commune-level health station.

+ The Director of the Provincial Department of Health is responsible for directing and coordinating units under its management to provide technical and human resource support to commune-level health stations when necessary; submitting to the Provincial People's Committee for assignment of units to sign contracts for medical examination and treatment under health insurance for commune-level health stations; ensuring sufficient supply of medicines, chemicals, medical equipment, and other necessary conditions for the effective implementation of activities at commune-level health stations.

+ Commune-level health stations are subject to the regulations in Clause 8, Article 69 of Government Decree No. 188/2025/ND-CP dated July 1, 2025, which details and guides the implementation of some articles of the Law on Health Insurance.

Circular No. 43/2025/TT-BYT dated November 15, 2025, issued by the Ministry of Health, takes effect from January 1, 2026.

In Hai Phong city, there are currently 375 health stations located in 114 commune, ward, and special zone health stations.
