Strategic resources for the new era
With over a decade of persistent innovation in its growth model, Quang Ninh is entering a new phase of development with the goal of becoming a centrally-governed, civilized, and modern city; an international tourism center, a comprehensive service center, logistics center, and a modern industrial hub for the region. To realize this goal, along with transportation infrastructure, administrative reform, and digital transformation, the province also identifies land as a particularly important resource, creating a foundation for long-term development.

With the province implementing a series of strategic projects such as industrial parks, coastal economic zones, logistics service centers, high-speed railways, modern urban areas, and high-quality tourism, the demand for clean land is increasing. This is not simply a requirement for land for projects, but also a decisive factor in the locality's competitiveness in attracting investment.
In practice, many large projects, despite their potential, have encountered difficulties due to obstacles in land clearance, a lack of readily available land for development, or incomplete technical infrastructure. This highlights the urgent need to proactively create clean land reserves and prepare development spaces, instead of waiting for investors to arrive before starting land clearance procedures as was done in the past.
In recent years, Quang Ninh has continuously expanded its development space through the synchronized investment in strategic infrastructure. From the Hai Phong - Ha Long - Van Don - Mong Cai expressway to industrial zones such as Bac Tien Phong, Song Khoai, Dong Mai, and the Van Don Special Economic Zone, all demonstrate the particularly important role of creating clean land funds in attracting large investment flows.
In many of the province's industrial zones, the synchronized infrastructure investment and clean land have made Quang Ninh an attractive destination for domestic and foreign corporations. Many investors believe that Quang Ninh's major advantage lies not only in its modern transportation infrastructure but also in its ability to readily prepare land, significantly shortening project implementation time.
According to Foxconn Group leaders, in the context of increasingly fierce competition to attract investment, localities that proactively secure clean land, have synchronized infrastructure, and are ready to implement projects will have a significant advantage. This is a crucial factor for Quang Ninh to continue maintaining its investment attractiveness in the coming period.

Quang Ninh's development space is no longer confined to traditional urban areas, but is gradually expanding to coastal areas, industrial zones, logistics corridors, border economic zones, and modern service cities. This further demonstrates that land development is not only of immediate economic significance but also a long-term strategy to shape new growth opportunities for the province.
Proactive land development will create a foundation for the province to expand its development space towards the sea, expressway corridors, economic zones and industrial parks, and new-generation economic zones. This will also create conditions for Quang Ninh to form new growth poles, enhance regional connectivity, and effectively utilize the strategic infrastructure system that has been invested in synchronously over the past time.
Proactively create clean land funds.
In order to improve the efficiency of land resource management, exploitation, and utilization, Quang Ninh is implementing many synchronized solutions, among which the establishment of a land fund development mechanism is considered an important step to remove "bottlenecks" in attracting investment and implementing projects.
At its second session held at the end of April, the 15th Provincial People's Council passed Resolution No. 13/NQ-HĐND, officially approving the establishment of the Quang Ninh Provincial Land Development Fund. The fund's objective is to provide capital advances to units and organizations, in accordance with land law regulations, to create and develop land reserves. This aims to create clean land for auctioning land use rights, generating revenue for the state budget, and providing resources for socio-economic development in the locality.

In the context of land resources becoming an increasingly competitive strategic asset among localities, Quang Ninh's proactive establishment of the Land Development Fund demonstrates a strong commitment to innovation in resource management and exploitation.
Previously, many localities often faced the situation of "only preparing land after an investor has been found," leading to lengthy procedures, increased costs, and difficulties in ensuring progress. However, with the Land Development Fund, Quang Ninh can proactively prepare clean land to attract investment right from the start.
Proactively creating a clean land fund before organizing auctions will help the province optimize land value and improve the efficiency of exploiting land resources. In reality, land plots with completed land clearance and infrastructure often have much higher auction values than unprepared land, thereby creating a stable and sustainable revenue source for the local budget and increasing attractiveness to strategic investors.

Furthermore, the mechanism of capital allocation from the Land Development Fund also helps the province accelerate the progress of land clearance, limiting the situation of prolonged projects that cause compensation costs to increase due to annual fluctuations in land prices. The decisive implementation of land clearance not only saves investment costs and reduces the risk of disputes, but also creates conditions for projects to be implemented early, quickly transforming land resources into a driving force for socio-economic development. According to Mr. Nguyen Thanh Tung, Vice Chairman of the People's Committee of Bai Chay Ward, the establishment of the Land Development Fund will help open up an important additional resource for the locality in land clearance work. This is considered a new direction that helps the land clearance process to be implemented more proactively, quickly and effectively, especially for key projects, special projects and projects outside the budget.
In addition to creating land for industrial development, Quang Ninh also focuses on developing land for social infrastructure projects, resettlement, urban renovation, and public works. This is a crucial factor in ensuring harmonious development between economic growth and improving the quality of life for its people.

During the implementation process, the province also paid special attention to resettlement, ensuring the legitimate rights of people when land is reclaimed. Many resettlement areas have been invested with comprehensive infrastructure, meeting the requirements for stable living conditions and long-term livelihoods for the people. The province's consistent viewpoint is that land development must go hand in hand with ensuring social welfare and harmonizing the interests of the State, the people, and businesses.
One of the province's major goals is to build a land fund that attracts investment, meaning not only creating clean land but also linking it to comprehensive planning, connected infrastructure, and long-term development orientation. This will help increase the value of land use while avoiding scattered and uncoordinated development.
To effectively utilize the Land Development Fund, the province will focus on accelerating land clearance and creating a clean land fund to proactively attract key projects and large-scale projects. This is seen as a clear shift from a "land clearance based on projects" mindset to proactively preparing land for development.

At a meeting on the progress of land clearance for key projects, industrial parks, and economic zones in the province, held in early May, Comrade Quan Minh Cuong, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, requested that all levels, sectors, and localities consider accelerating land clearance as one of the particularly important tasks, decisive to the progress of key projects, thereby creating new development opportunities, attracting investment, promoting growth, striving to achieve growth targets, and simultaneously creating a solid foundation for the prosperous development of Quang Ninh city in the future.
Along with land clearance, Quang Ninh is also continuing to promote digital transformation in land management, building a synchronized database, and enhancing transparency and efficiency in resource management. This is a crucial factor in reducing administrative procedures, facilitating businesses' access to information, and promoting investment.
Experience shows that when land resources are prepared systematically, comprehensively, and linked to strategic planning, land is not just a mere resource but becomes a driving force for development. This is also the foundation for Quang Ninh to expand its growth space, enhance its competitiveness, and attract high-quality investment capital.
