To gradually realize the goal of developing Sam Son into a leading unique tourist , entertainment, and recreation city in the country, in recent years, the city has been focusing its resources on developing a synchronous and modern infrastructure, accelerating the pace of urbanization.

Big goals

Developing a comprehensive and modern socio -economic infrastructure and building a smart city is identified as one of the three key programs set forth by the City Party Congress for the 2020-2025 term. Therefore, Sam Son has developed a plan with specific goals and tasks to implement this important objective. This includes identifying and building a comprehensive urban infrastructure according to the criteria of a Type II urban area; implementing a plan aimed at becoming a Type I urban city; and completing and connecting transportation infrastructure with Thanh Hoa City, Quang Xuong District, Hoang Hoa District, and surrounding areas. Alongside this, the city will continue to invest in, develop, and upgrade accommodation facilities, hotels, restaurants, supermarkets, shopping centers, postal and telecommunications infrastructure, banking, healthcare, and education. Investing in the construction and improvement of smart city equipment and technology systems, such as the operations center, public Wi-Fi system, surveillance cameras, welcome messages, and the city's central information portal... Applying information technology in building e-government, urban management, tourism, information, transportation, security and order, healthcare, and education. In addition, the city is strengthening connectivity between agencies and units, and between the government and businesses, citizens, and tourists. Focusing on investing in cultural institutions, aiming to fundamentally complete the city-level cultural institution system...

To realize the above objectives, the city has been closely following the Thanh Hoa Provincial Planning to urgently develop and adjust the Sam Son City development plan until 2045, with a strategic vision and high feasibility. Currently, the city is organizing the local adjustment of the city's general plan until 2040 to ensure consistency and uniformity between the plans and investment projects being implemented in the area. At the same time, it is accelerating the progress of developing and improving the quality of detailed plans to ensure scientific accuracy, feasibility, and create synchronization, interconnection, and uniformity between plans and regional linkages. It is also urgently developing urban development plans along both sides of the main roads to create focal points for the city; ensuring the architectural style of new urban areas from the detailed planning stage. In addition, the city is strictly implementing the public disclosure of plans; creating favorable conditions for investors to research, understand, and decide to invest in the city. Strengthen supervision of urban planning implementation and architectural management; clearly define the responsibilities of all levels and sectors in planning management and construction order management; strictly handle encroachment, illegal construction, and construction not in accordance with planning...

In particular, to gradually transform the image of a smart and modern coastal tourism city, the city is focusing on developing four corridors and eight urban sub-areas, aiming to create new spaces for socio-economic development. The four development corridors include: the community corridor (with public, administrative, cultural, medical, and sports facilities, creating architectural and landscape spaces as focal points); the festival corridor (main public spaces such as the seaside square, pedestrian streets, shopping areas, food festivals, cultural exchanges, seafood markets, etc.); the Song Do corridor (an eco-tourism urban area, commercial service center, parks, and entertainment areas geared towards year-round tourism); and the Nam Song Ma Boulevard corridor (a mixed-use service area, inland waterway port, industrial cluster, R&D development zone, and wholesale market).

Along with the construction of four development corridors, the city is also focusing on implementing eight urban sub-zones, including: Zone A, an urban area along the coast from the Ma River to Truong Le Mountain, serving as a center for tourism, services, commerce, and urban development; Zone B, the South Sam Son tourist urban area – a high-end beach tourism center with high-quality resort areas; Zone C, a service, eco-tourism, and spiritual tourism area at Truong Le Mountain; Zone D, along the southern bank of the Ma River, a year-round tourism, service, and entertainment development area; Zone E, a multi-sector industrial and handicraft zone; Zone F, existing residential areas and new urban residential areas; Zone G, a center for tourism, services, entertainment, and resort development; and Zone H, the city's new administrative and political center.

Based on a comprehensive and modern planning framework, Sam Son is focusing on developing the city towards a green, smart, and modern urban area, ensuring harmonious linkages between urban and rural areas. The goal is to improve the quality and efficiency of urban renovation, development, and modernization, linked to sustainable urban economic development. This includes investing in a synchronized infrastructure system, constructing iconic buildings, and creating distinctive architectural and landscape spaces to serve as focal points.

Initial changes

The most prominent highlight in the development of a comprehensive and modern infrastructure in Sam Son City in recent years has been the attraction of many investors to implement large-scale, key projects. Many major projects of the province and the city have been implemented, such as the coastal road (Sam Son City - Quang Xuong section), Thanh Nien road, Tay Sam Son 5 road, Hai Ba Trung road, etc. In addition, the city has coordinated and facilitated the implementation of large projects by investors, such as the Sea Square, the festival landscape axis; the Sea Square urban area; the Nam Song Ma resort and amusement park urban area; the Song Do ecological resort urban area by Sun Group; the Dong A Group's coastal ecological urban area project; and the South Sam Son urban and commercial service area by Van Phu-Invest Joint Stock Company...

Alongside investments in major projects, urban infrastructure and residential area infrastructure in the city continue to be upgraded and improved. The urbanization rate is increasing, reaching 85% in 2021, 92.1% in 2022, and 100% in 2023, with 100% of roads being paved. Notably, during the 2023-2027 period, the Provincial People's Council has approved a resolution allowing Sam Son city to receive 100% of land use fee revenue, not exceeding 5,000 billion VND. This funding will be used to invest in 9 projects aimed at completing the urban infrastructure and social infrastructure planning system of the city. The results of implementing the Provincial People's Council's resolution will certainly create a breakthrough in realizing the city's urban planning.

Opening up a vision for the future. The Pathway is situated along the main boulevard, serving as a gateway to a wealth of upscale and diverse experiences.

Furthermore, urban order management has seen many positive changes and has received public support. As a result, illegal and unauthorized construction has been gradually rectified; urban order management, such as encroachment on sidewalks, roadways, and lanes, has been decisively addressed, contributing to improving the image of Sam Son as a tourist city. Resource and environmental management is increasingly strict, adhering rigorously to legal regulations. To create a civilized and friendly urban landscape, the city regularly launches campaigns encouraging all citizens to protect the environment, creating a widespread impact within the community. Simultaneously, it actively implements environmental protection projects such as the wastewater collection and treatment system project in Quang Chau; and the collection and treatment of solid waste in Quang Minh commune. Thanks to these efforts, the rate of household solid waste collected and treated annually in the area consistently reaches 100%. The rate of production and business establishments granted certificates of compliance with environmental hygiene standards reached 100%.

Moving towards building a smart city, Sam Son is focusing on developing and promoting the benefits of a smart urban management system, linked to the development of digital government, and the development of a digital economy and society. Specifically, it continues to invest in expanding the smart city project to all 11 wards/communes, with basic amenities such as monitoring planning, land, security and order, traffic, disaster warning, fire prevention and fighting, and information management. In the next phase, the city will integrate additional amenities such as tourism, education, healthcare, environment, and urban technical infrastructure (electricity, water supply and drainage)... Along with that, the city is also accelerating the implementation of digitalization programs and projects, gradually transforming digitalization in Party and State agencies from the city level to the wards and communes. It is building and creating open data to serve citizens and businesses for exploitation and use, contributing to transparency and promoting the development of digital services. Implement administrative procedures electronically, striving to have 100% of online public services at levels 3 and 4 provided on smart mobile devices by 2025. In addition, encourage and support businesses to provide products and services on digital platforms, promote smart manufacturing, and gradually implement business restructuring. Develop e-commerce; encourage businesses and individuals to conduct buying and selling activities on e-commerce platforms. Strictly manage e-commerce transactions in accordance with the law...

With the achievements in building a synchronous and modern socio-economic infrastructure, harmoniously combining economic development with environmental protection, it is hoped that the city will successfully reach the goal of building and developing Sam Son into a key national tourist city by 2030, an ideal destination for domestic and international tourists, in accordance with the spirit of Resolution No. 07-NQ/TU of the Provincial Party Committee on building and developing Sam Son City until 2030, with a vision to 2045.
