
From 2026, elderly people will receive free periodic health check-ups or screenings at least once a year, and their health records will be created and managed. By 2030, at least 90% of elderly people will be detected, treated, and managed for non-communicable diseases such as cancer, cardiovascular disease, hypertension, diabetes, chronic obstructive pulmonary disease, dementia, etc. Compared to Decision 1579 issued in 2020, the new regulation no longer sets targets for 2025 and 2030 but focuses on the milestone from 2026 and the target for 2030.
The scope of care has also been expanded from "healthcare for the elderly" to "care for the elderly." Simultaneously, the policy has changed from "elderly people receiving at least one annual health check-up" to "elderly people receiving at least one free annual health check-up or screening, with health records maintained and managed." The new decision also adds several indicators aimed at developing a nationwide elderly care system.
