Decision No. 826/QD-TTg of the Prime Minister approving Program Project 06 for the period 2026-2030 has a notable highlight: the research and implementation of the "Digital Citizen Station" model, with the aim of bringing digital public services, healthcare, and other utilities to serve people's lives.

Decision No. 826/QD-TTg, issued by the Prime Minister on May 11, 2026, approves the Program and Project for the development of data applications on population, identification and electronic authentication to serve the national digital transformation in the period 2026-2030, with a vision to 2035 (hereinafter referred to as Program and Project 06, period 2026-2030).

The plan clearly states the goal that by 2030, citizens and businesses will enjoy convenient, fast, and secure digital services, free from bureaucratic barriers and paperwork. To realize this roadmap, investing in the development of modern and secure digital infrastructure to facilitate administrative procedures and provide online public services is one of the urgent tasks.

The Prime Minister has requested that the People's Committees of localities coordinate with the Ministries of Public Security, Justice, Science and Technology, and Health to research and propose solutions for "Digital Citizen Stations" at public places, administrative agencies, and service centers, aiming for widespread implementation according to a roadmap starting from January 2027.

The launch and scaling up of this groundbreaking digital infrastructure model with numerous benefits and functionalities is the result of a significant shift from "administrative management" to "administrative service," applying technology to better serve the people. This also demonstrates the concrete effort to realize the perspective of placing the people "at the center, the goal, the subject, the resource, and the driving force of digital transformation," as affirmed in the project.

Digital healthcare services are being developed to serve people right where they live.

Currently being piloted in residential areas across Ho Chi Minh City, the "Digital Citizen Station" is playing a crucial role as a safe and reliable connection channel between the government and citizens and businesses. Based on the national electronic identification and authentication platform (VNeID), this model brings public services, digital healthcare, and many other essential services closer to the people, contributing to improved service quality and the development of digital government at the grassroots level.

Here, citizens can fully utilize core features, including: online public services (submitting applications, paying fees online, checking information, monitoring the progress of administrative procedures, etc., on the national public service portal without needing to visit administrative offices); social welfare services (checking health insurance information, paying traffic fines, conducting basic banking transactions, and many other practical services right at the station); Security reflection (integrated SOS button directly connects to local security forces, ensuring the safety of citizens); Digital healthcare: (checking basic health indicators, remote health consultation, digitizing pharmaceutical supply processes, managing personal health records, etc.)

This is a breakthrough in applying technology and artificial intelligence to serve the people, contributing to building a modern and transparent e-government. Expanding the presence of "touchpoints" in public places, administrative agencies, and service centers will further increase accessibility for all citizens, popularizing digital skills and digital culture throughout society.

Digital healthcare features, developed with the participation of both public and private entities, are a crucial component of the "Digital Citizen Station." This collaboration provides a comprehensive solution, from technological infrastructure to supply capacity and expertise, enabling citizens to access standardized healthcare services quickly and conveniently right where they live.

Residents can check basic health indicators using smart devices, and access consultation services, purchase medications, and obtain necessary medical supplies right where they live. The process is designed to be simple and convenient, shortening travel time, reducing the need for travel, and improving access to services.

Notably, the application of electronic identification and authentication in healthcare services, especially in pharmaceutical supply, helps ensure the principle of "the right person for the right prescription," while also enhancing safety, transparency, and information security.

Located at key population points, the stations also leverage their strength of being "close to the people," becoming a safe and reliable medical support point in emergency situations, unexpected illnesses, and fevers.

Under the leadership of the Department of Administrative Management of Social Order (C06) and the Ho Chi Minh City Police, healthcare solutions at the station are implemented with modern standards, quality, and absolute data security. The FPT Long Chau pharmacy and vaccination system, with its extensive network and modern technology platform meeting all information security standards, was selected to operate healthcare facilities at the station, contributing to the completion of the public-private service ecosystem at the facility, bringing practical services closer to the people. Previously, this healthcare enterprise also pioneered integration on the VNeID platform and the application of population data to serve the community.

According to the vision for 2035, Vietnam aims to become a comprehensively and sustainably developed digital nation, where all transactions between citizens and the government are conducted in a digital environment. At this time, national databases and population data will be the core, connected, shared, and effectively utilized to serve the development of a smart government and support data-driven decision-making in real time.

Experts believe that touchpoints close to the people, such as "Digital Citizen Stations," are crucial links in connecting and integrating data with the national system. Population data, health data, and related information are integrated, verified, and managed on digital platforms, contributing to the development of a data ecosystem that is "accurate, complete, clean, vibrant, and unified," effectively serving the long-term management and care of citizens.
