In a recent article on studying and following the ideology, ethics, and style of Ho Chi Minh , General Secretary and President To Lam emphasized that the important thing now is to transform the values of President Ho Chi Minh's ideology, ethics, and style into public service ethics, discipline in implementation, a culture of integrity, a spirit of innovation and creativity, responsibility to serve the people, organizational capacity, and concrete results in life. This was also a constant concern of President Ho Chi Minh throughout his revolutionary career.
"Whatever benefits the people, we must do our utmost to accomplish. Whatever harms the people, we must do our utmost to avoid" - this ideology permeated the revolutionary life of President Ho Chi Minh. Not only did he leave behind profound ideas, but he was also an exemplary model of morality and conduct for a public servant, always considering himself a servant of the people, dedicating his entire life to serving them.

At the Ho Chi Minh Memorial Cultural House in Lam Thao commune, Phu Tho province, a place preserving many memories of local officials and people with President Ho Chi Minh during his visit to commemorate the successful August Revolution 64 years ago, Mr. Nguyen Van Dien still vividly remembers the President's words of advice. He recounted that on that day, he and many other people stood in the courtyard of the cultural house to listen to the President speak. What he remembers most is the President's advice: "The cooperative is the home, the members are the masters, and the Party members are only servants of the people."
After visiting the Nam Tien Cooperative, President Ho Chi Minh continued his visit to the Lam Thao Superphosphate and Chemical Plant. For Mr. Nguyen Van Sung, a former employee of the plant, the memories of Uncle Ho remain vivid. Especially the President's reminders about the work ethic and work style of the staff, which he always remembered and followed throughout his later career.

Mr. Sung recalled that during a meeting at the Superphosphate Plant, he heard President Ho Chi Minh say, "I'm not afraid of shortages, I'm afraid that people will be eating up paper plans," meaning plans that didn't actually exist but were still included in the program for reporting. That statement startled him and became a profound lesson about the disease of formalism and superficiality in work.
From the early years of the nation's founding, President Ho Chi Minh wrote the work "Correcting Working Methods" to rectify and overcome maladies such as bureaucracy, wastefulness, and superficiality among a segment of cadres and Party members. According to him, cadres must thoroughly overcome these maladies to be worthy servants of the people. He also repeatedly emphasized: "The Party is not an organization for gaining power and wealth. It must fulfill the task of liberating the nation, making the country prosperous and strong, and ensuring the happiness of the people."
According to Dr. Hoang Manh Doan, lecturer at the Ho Chi Minh National Political Academy, to be worthy of being a servant of the people, cadres must be close to the people, share their worries and joys, and always be concerned about the rights and difficulties of the people. This is also what President Ho Chi Minh frequently taught and reminded cadres and Party members.

Through successive congresses, the ideology of serving and caring for the people has become increasingly concretized. Recently, many major policies such as the reorganization of administrative boundaries, the implementation of a two-tiered local government model, and the development of science and technology, healthcare, and education have continued to be implemented with the spirit of "whatever benefits the people must be done with all our might."
Associate Professor Dr. Do Xuan Tuat, Deputy Director of the Ho Chi Minh and Party Leaders Institute, believes that the two-tiered local government model has demonstrated a spirit of being closer to the people, serving them more conveniently and quickly than before. According to him, as General Secretary To Lam emphasized, saving budget is only one part; more importantly, it is about creating new development spaces and resources to better serve the people.
When every cadre and Party member continuously strives to cultivate revolutionary ethics to be worthy of being a public servant and a loyal servant of the people, as President Ho Chi Minh instructed, the Party will consolidate the strength of the people's support, and the country will increasingly develop, prosper, and be happy.
