Commune-level officials receive training to handle difficult and new issues.

On the morning of May 23rd, the Ho Chi Minh National Academy of Politics inaugurated a training course to enhance awareness and practical situation handling skills for grassroots officials.

The training course was organized in both in-person and online formats, with the participation of officials from communes, wards, and special administrative regions nationwide.

Following the implementation of the two-tiered local government model, the role and responsibilities of the commune level have been increasingly enhanced. The commune level is not only the place where the Party and State's policies and guidelines are directly implemented, but also the level closest to the people, directly addressing many issues arising in their daily lives.

This places a demand on grassroots officials to constantly innovate their thinking, improve their management capacity, forecasting ability, situation handling skills, and task implementation in a more proactive, flexible, and effective manner.

In his opening remarks, Associate Professor Dr. Doan Minh Huan, Member of the Political Bureau and Director of the Ho Chi Minh National Academy of Politics, stated that, in implementing the conclusions of General Secretary and President To Lam on improving the quality of grassroots cadres, the Ho Chi Minh National Academy of Politics organized the opening of the training course.

He stated that the training course was organized in the context of localities urgently reviewing the results after one year of establishing and operating the two-tiered local government model, including the issue of training and improving the practical organizational capacity of grassroots-level officials and civil servants.

Director of the Ho Chi Minh National Academy of Politics, Doan Minh Huan, delivered the opening speech.

"The practical situation presents many new and demanding issues, requiring officials and civil servants not only to be politically steadfast but also to possess systemic thinking, development management capabilities, and proficiency in handling situations; shifting from simply knowing how to handle tasks to solving complex, interdisciplinary problems based on data and innovative thinking," Mr. Doan Minh Huan stated.

The goal of the course is not only to supplement knowledge but, more importantly, to enhance practical organizational skills, implementation management, problem-solving, and innovative thinking based on correctly defining the mission, position, and responsibilities of the grassroots level, comprehensive governance, development creation, and service to the people.

Focusing on real-world scenarios, problem-solving ability is the measure of effectiveness.

The Director of the Ho Chi Minh National Academy of Politics stated that the training program is designed to be practical, focusing on core competencies that form the foundation of development governance at the commune level. These include comprehensive governance capabilities, leadership in achieving double-digit growth, addressing institutional bottlenecks and endogenous barriers, and applying data, digital technology , and artificial intelligence in commune-level governance.

The novelty of the class lies in the innovative shift in methodology from knowledge transmission to competency development; from a one-way communication model to co-creation of knowledge. The class is centered around real-world situations, using problem-solving skills as a measure of effectiveness. The overarching principle is "learning from practice, solving real-world problems, and returning to serve practice."

Mr. Doan Minh Huan emphasized that this training course is only the beginning of a strong reform process in the Academy's training and development model, moving towards a more substantive, effective approach that is closely linked to practical requirements.

The Academy has issued a plan for training and developing grassroots-level officials and civil servants for the period 2026-2031, with courses designed to meet the needs of each job position in each locality and unit.

The goal is not limited to individual courses, but aims to foster self-learning, self-improvement, and lifelong learning abilities in each team of officials and civil servants; viewing learning as a continuous, self-driven process to adapt to increasingly demanding job requirements and the rapid changes in reality.

Over two days, commune-level officials will receive training and instruction from lecturers, experts, and leaders from ministries and sectors on handling various situations.

The Director of the Ho Chi Minh National Academy of Politics urged the trainees to uphold a sense of responsibility, study seriously, proactively exchange and share ideas, use local realities as learning materials, and improve their capabilities.

With a team of lecturers and experts, it is necessary to strengthen questioning, stimulate critical thinking, and guide approaches and solutions to specific situations that are relevant to reality in order to enhance the capacity of grassroots officials and civil servants.
