(Dan Tri Newspaper) - Realizing her limited expertise and health, a primary school teacher in Gia Lai hired two other people to teach in her place. Each month, the teacher pays nearly 7 million VND to each substitute.
On December 8th, the People's Committee of Chư Păh district, Gia Lai province, requested the Ia Mơ Nông Primary and Secondary School to review the actions of individuals and groups involved in financial irregularities and the hiring of substitute teachers to teach classes.
Previously, the People's Committee of Chư Păh district established an inspection team to clarify issues at this school such as arbitrarily cutting overtime pay and holiday pay for teachers; incorrect payment of overtime and extra class hours; and expenses for painting and repairing the school building in 2020. In particular, the school agreed to allow elementary school teachers to hire substitute teachers while still paying their salaries.
According to the investigation results, Mr. RCT, a primary school teacher, was on leave from September 2022 to December 2023 but continued to receive his salary and allowances.
During this time, Mr. T. hired Ms. Tran Thi Huong and Ms. Tran Thi Tam (both with teaching qualifications) to substitute for classes 5B (academic year 2022-2023) and 1B (academic year 2023-2024) that he was in charge of, with a remuneration of 6.5 to 6.8 million VND per person per month.
Mr. T explained to the inspection team that the curriculum was too demanding for his abilities, so he proposed, and the school agreed, to hire a teaching assistant.
The inspection team also discovered that, during the 2021-2022 school year, Mr. Tran Van Tinh, the school principal, had created payment records for overtime pay for two other teachers, but later requested them to return the money to pay contract teachers and for school construction and repairs.
Mr. Tran Van Tinh stated that Mr. T. had limitations in his professional qualifications but had made many contributions to education, especially in literacy programs.
Mr. T. is from an ethnic minority group and does not have a high school diploma, therefore the school wants to extend his employment so that he can receive a lump-sum retirement benefit.
The school administration and the teaching staff agreed to let Mr. T. hire a substitute teacher. However, the school still required Mr. T. to be present in class daily to assist with teaching.
Following these violations, the People's Committee of Chư Păh district requested the school to review the responsibilities of the individuals and groups involved.
