My Phuong needs to proactively address the shortcomings in the implementation of the National Target Program.

BBK - This was the directive given by Comrade Tran Thi Loc, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, at the working session on April 11th with My Phuong commune (Ba Be district) during the monitoring of the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025 in the commune.

Comrade Tran Thi Loc, Standing Vice Chairwoman of the Provincial People's Council, delivered the concluding remarks at the working session at the My Phuong Commune People's Committee.

During the implementation of the Program, My Phuong commune has achieved several results: For Project 3 on sustainable agricultural and forestry production development, leveraging the potential and strengths of different regions to produce goods along the value chain; and Sub-project 1 on sustainable agricultural and forestry economic development linked to forest protection and income improvement for the people, the locality has provided support for forest protection contracts for over 757 hectares of protective forest with 34 participating households. The area of forest supported for protection, including planned protective and production forests, which are natural forests, has been handed over to the community and households, totaling over 1,285 hectares; the number of participating households is 821.

Delegates attending the working session expressed their opinions and discussed the difficulties and obstacles encountered in the implementation of the National Target Program in My Phuong commune.

Regarding Sub-project 2 on supporting production development along the value chain, cultivating valuable medicinal herbs, promoting business startups and attracting investment in ethnic minority and mountainous areas, a total of 2 projects linking production and consumption along the value chain have been implemented in the commune, with the Commune People's Committee as the investor, and a total of over 1.3 billion VND has been provided as support.

According to the assessment of the leaders of the Ba Be District People's Committee, the Program has been implemented in accordance with the directives of competent authorities, thereby contributing to strengthening national unity, consolidating trust, and improving the lives of the people. Besides the achievements, there are also difficulties and obstacles such as: The progress of implementation and disbursement of national target program funds is still slow compared to the plan, especially in areas such as: Support for production development along the value chain: Over 9 billion VND/8 projects have been implemented and disbursed, reaching 47%; Support for community production development: 4.6 billion VND/12 projects have been implemented and disbursed, reaching 42% of the plan.

During the meeting, delegates discussed the difficulties, obstacles, and shortcomings in the implementation process and proposed feasible plans and solutions for the next phase.

Speaking at the meeting, Ms. Tran Thi Loc, Standing Vice Chairwoman of the Provincial People's Council, highly appreciated the results achieved by My Phuong commune in implementing the contents of the National Target Program. Looking ahead, she requested the locality to continue reviewing and implementing community-based economic models and value chain linkage models to create jobs and increase income for the people. She also requested them to study relevant guiding documents to effectively implement the support for land and housing for the people. Furthermore, she urged them to proactively review and adjust any unimplemented content to ensure compliance with procedures; and to evaluate and expedite the disbursement and implementation progress of programs and projects.
