On the afternoon of September 29, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, full-time National Assembly deputies discussed a group of cultural and social fields, including the following projects: Law amending and supplementing a number of articles of the Law on Education ; Law on Higher Education (amended); Law on Vocational Education (amended); Law on Drug Prevention and Control (amended).
Concerned about career guidance and streaming in education in the draft Law on Vocational Education (amended), delegate Dang Thi My Huong ( Khanh Hoa delegation) pointed out that the practice of streaming students in recent years has not achieved the desired results, and still has many limitations and inadequacies.

According to the delegates, the student streaming rate is still low compared to the target. Career guidance activities are still formal, many schools only organize a few career guidance classes. There is a lack of complete and accurate information about the study and career paths. There is a lack of coordination mechanism between education levels and training sectors.
Next is the lack of a systematic assessment and career counseling system that is appropriate for students' ages; and the lack of continuous connection with businesses and the job market, causing students to not have enough information and experience to choose a suitable career.
According to the Khanh Hoa delegation, the social psychology is still heavy with degrees, parents and students often attach importance to the university path, so they do not properly evaluate the value of vocational education, reducing the effectiveness of streaming. In addition, there is currently no specific support policy for streaming students; lack of scholarship mechanisms, incentives, and job support, making parents and students less interested in choosing a career.
To improve the quality and effectiveness of education streaming, delegate Dang Thi My Huong proposed to continue researching and supplementing a number of regulations in the draft Law and sub-Law documents.
Specifically, it is necessary to have clearer regulations on career guidance implementation suitable to students' talents, strengths and abilities from preschool and primary education, not just stopping at middle school and high school.
Along with that, research to supplement regulations on coordination of responsibilities of independent career guidance organizations, career counseling organizations - which can be career guidance centers or professional social organizations, to support students and parents to have more information and advice, and decide on appropriate career choices.

Delegates also proposed to review and consider supplementing regulations on career orientation for gifted students, students from ethnic minority and mountainous areas, areas with difficult socio-economic conditions and other students.
At the same time, consider adding regulations to enhance the application of digital technology in the work of streaming; have separate financial policies for digital transformation in the work of streaming such as: investing in digital infrastructure and training for teachers, building a career counseling portal.
Sharing the same concern with the draft Law on Vocational Education (amended), delegate Nguyen Thi Thu Dung (Hung Yen delegation) suggested that the regulation on technical high schools should be separated from vocational high schools. Technical high schools can be considered as high-quality training of vocational education, a design program linked with engineering.

Regarding the regulations on vocational training facilities, delegates said that it should not be regulated that universities are allowed to train at college level and in other professions other than some specific professions such as arts and sports. If universities are allowed to train at college level (vocational training), this will lead to conflicts between universities and vocational training facilities.
Speaking at the conference, Minister of Education and Training Nguyen Kim Son emphasized that the drafting and amendment of the Laws this time is in the spirit of only regulating the contents under the authority of the National Assembly, not detailing the contents under the authority of the Government. However, the drafting agency will consider adding some principles in some important contents. This is to serve as a basis for preparing Decrees and other regulations. It is expected that there will be a separate Decree regulating the autonomy of higher education institutions.

In response to concerns expressed by some delegates about the regulation allowing universities to organize training at other levels, including vocational education, Minister Nguyen Kim Son said that during the process of drafting the law, the Drafting Committee had carefully considered it. Previously, many universities had trained at college and vocational levels; international practice also shows that this model is popular.
However, the Minister emphasized that if the expansion is massive, it will affect the vocational education system. Therefore, the orientation is to only allow a few schools, in specific fields such as technology, engineering, and specialized expertise - where the strengths of universities are effectively promoted. At the same time, there needs to be strict supervision regulations to ensure the balance and harmonious development of the entire system.
