
The commune level is the first level of government to receive and process administrative procedures for citizens. Therefore, promoting the role of Party committees and the government in administrative reform and improving the quality of service to the people has contributed to achieving the overall administrative reform goals of the entire province.

Mr. Luu Van Trang from Ta Trang village, Quang Kim commune (Bat Xat district) had several documents certified at the commune's one-stop service center in just a few minutes. He didn't forget to press the "Very Satisfied" button on the machine to rate citizens' satisfaction with administrative procedures.
According to Mr. Luu Van Trang, some administrative procedures that are difficult to access or require declaration on the National Public Service Portal are guided attentively by commune officials, making the process of carrying out administrative procedures very convenient.
Mr. Lieng Van Xuan, a judicial officer in Quang Kim commune, said: "Every day I receive and process 20-30 files related to my area of responsibility. For administrative procedures that must be processed through the National Public Service Portal, many people in ethnic minority areas and particularly disadvantaged areas lack the necessary equipment to complete these procedures, so we have helped them overcome this."

Over the past period, the Party Committee and the People's Committee of Quang Kim commune have consistently directed and managed administrative reform, linking it with the responsibility of the head of each agency in performing their duties. Based on directives and guidelines from higher levels, the Party Committee and the People's Committee of the commune have issued numerous documents and plans to implement the administrative reform emulation movement; integrating administrative reform propaganda down to the village level and through the public address system. In 2023, Quang Kim commune conducted 27 administrative reform propaganda sessions with 1,500 participants; and publicly posted 100% of administrative procedures. Quang Kim commune also focuses on reforming the organization, apparatus, and civil service system; regularly instructing and directing commune officials and civil servants to enhance their sense of responsibility in public service; strengthening administrative discipline and order, and improving the quality of service to the people.
According to Mr. Vu Van Son, Vice Chairman of the Quang Kim Commune People's Committee: In 2023, the Quang Kim commune's one-stop service center processed 1,189 applications, with 99.7% of people expressing satisfaction or higher; reducing processing time by 30% for 95 administrative procedures, and ensuring no delays in returning documents.

In Ban Phiệt commune (Bao Thang district), the one-stop service center is also scientifically arranged, with waiting chairs for residents. Ban Phiệt has 8 villages, of which 48% of the population are ethnic minorities. In 2023, the People's Committee of Ban Phiệt commune issued 35 documents directing and implementing administrative reform. The dissemination of information on administrative reform focused on the following contents: the Party and State's guidelines and policies on administrative reform; the implementation of online public services at levels 3 and 4; and guiding people to create accounts on the National Public Service Portal…
Ban Phiệt commune has also invested in equipment and facilities to support administrative reform. The one-stop service center is staffed with three civil servants holding university degrees or higher. To assess people's perceptions, the People's Committee of Ban Phiệt commune distributed survey forms on people's satisfaction with the implementation of administrative reform; the results showed that 100% of respondents rated their satisfaction as high or higher.

In 2023, the one-stop service center in Ban Phiệt commune processed over 1,400 applications, with over 99% of them being resolved on time. Mr. Le Vu Ha, Vice Chairman of the People's Committee of Ban Phiệt commune, stated: "From the beginning of 2024, the commune Party Committee issued a plan for administrative reform and improving the quality and efficiency of receiving and processing administrative procedures at the one-stop service center. The goal is to continue promoting administrative reform to build a democratic, modern, professional, disciplined, open, and transparent administration. Implementing the Party Committee's plan, relevant departments have implemented many solutions to successfully achieve the set goals."

The satisfaction rate of citizens with the handling of administrative procedures at the commune level reached over 95%.
