Tram Tau is a mountainous district in Yen Bai province, and also one of the 63 poorest districts in the country. The district has 12 communes and towns, including 10 mountainous communes with over 36,700 people, of which ethnic minorities account for 94%. Furthermore, the level of education is uneven, the majority are engaged in agricultural production, and poor and near-poor households account for over 64% (in 2023).

In implementing the Resolution of the 16th Congress of the Tram Tau District Party Committee and the Resolution of the 19th Congress of the Yen Bai Provincial Party Committee, from the beginning of the term, the Tram Tau District Party Committee has identified tasks and solutions to achieve the objectives of the Congress resolutions. Among these, ensuring social welfare policies that contribute to improving the quality of life and guaranteeing political security in ethnic minority areas is one of the important tasks.
Mr. Giàng A Thào – Secretary of the Trạm Tấu District Party Committee – stated: After nearly three years of implementing social welfare policies, Trạm Tấu district has achieved many positive results. Policies and benefits for war veterans and their families have been fully and promptly implemented, providing preferential allowances to 569 individuals with a total budget of over 1.7 billion VND, reaching 100% of the assigned plan. Poverty reduction efforts have been effective, utilizing resources from the central and provincial governments, along with support from provincial and district departments and agencies, and the efforts of the people themselves. The annual poverty rate has decreased by 6.5% or more, including a 7.02% reduction in 2021 and a 6.96% reduction in 2022, with many households voluntarily submitting applications to be removed from the poverty list.
In addition, educational support policies have been fully implemented. The central and local budgets have provided over 100 billion VND and 1,400 tons of rice to over 30,000 students in boarding and semi-boarding schools. Policies supporting housing construction for eligible individuals have been effectively implemented. In the first half of the term, Tram Tau district has built over 150 houses. The housing support project for poor and near-poor households for the period 2023-2025 is being implemented with the goal of completing 755 houses for poor and near-poor households. The work of caring for eligible individuals during Tet (Lunar New Year) is given attention annually, ensuring that 100% of poor and near-poor households have a Tet celebration.
In addition, social welfare policies, health insurance support, credit support for production development, and electricity subsidies for poor households have been implemented effectively…

However, despite the achievements, the implementation of social security policies in the district still faces some difficulties. These include limited job quality and human resource quality, slow labor structure transformation; unsustainable poverty reduction, and a high risk of re-poverty. Social assistance levels remain low and do not meet the minimum needs of the people.
In the coming period, in order for social welfare policies to continue contributing to improving the quality of life and ensuring political security in ethnic minority areas, Tram Tau district needs to continue creatively and effectively applying the province's guidelines to the district's actual conditions. In particular, it is necessary to effectively implement the three national target programs and support policies from the central and provincial governments to promote socio-economic development, build infrastructure, and improve the material and spiritual lives of the people.
At the same time, the district needs to continue to fully and promptly implement policies for groups such as war veterans, social welfare beneficiaries, and the poor; do a good job in vocational training linked to job placement; support and guide people in borrowing capital for production development; strictly implement policies supporting education, especially boarding and semi-boarding schools; and effectively implement the housing support project for the period 2023-2025...
On the other hand, the district continues to mobilize the participation of organizations, individuals, and philanthropists in providing support, especially to war veterans and poor households. At the same time, it actively promotes self-reliance and self-improvement among the people; strengthens inspection and supervision of the implementation of policies and regulations for eligible individuals, ensuring that these policies reach the people and are effectively implemented.
