On November 30th, the People's Committee of Quang Ngai province organized the 4th Provincial Congress of Ethnic Minorities - 2024. Deputy Minister and Vice Chairman of the Committee for Ethnic Minorities Affairs, Nong Thi Ha, attended and delivered a speech guiding the Congress.


Attending the Congress were the Provincial Party Secretary and Chairwoman of the Provincial People's Council, Bui Thi Quynh Van; the Standing Deputy Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Dang Ngoc Huy; the Deputy Provincial Party Secretary, Dinh Thi Hong Minh; the Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of the province, Vo Thanh An; along with former provincial leaders; leaders of districts, towns, and cities; and 250 delegates representing over 200,000 ethnic minority people throughout the province.

In his opening remarks at the Congress, Vice Chairman of the Quang Ngai Provincial People's Committee Vo Phien stated that the 4th Congress of Ethnic Minority Representatives of Quang Ngai Province - 2024 is an important political and social event, further affirming the consistent ethnic policy of the Party and State, which is "Equality, solidarity, respect, and mutual assistance for development," with the view that "ethnic affairs are a fundamental, long-term, and urgent strategic issue; a task of the entire Party, the entire people, the entire army, and the entire political system."

The Congress is an opportunity to assess the socio -economic development, poverty reduction efforts, and new rural development in the ethnic minority areas of the province over the past period, especially since the 3rd Provincial Congress of Ethnic Minorities Representatives in 2029. From this, it will determine the tasks and directions for socio-economic development in the ethnic minority areas of the province for the period 2025-2029.

According to the Political Report of the Congress, during the five years of implementing the resolution of the 3rd Congress of Ethnic Minorities Representatives for the period 2019-2024, the Party Committee and government of Quang Ngai province have adopted correct and focused policies on socio-economic development for ethnic minority and mountainous areas. These policies have received attention and guidance from the entire political system, and have been actively implemented by ethnic minority communities, resulting in many important achievements. The landscape and lives of the people have become increasingly beautiful and prosperous.

In particular, the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas of the province has achieved quite comprehensive results, with many goals and tasks exceeding the average of other localities, notably: Infrastructure is increasingly developed and improved, meeting the requirements of local socio-economic development; on average from 2021 to 2023, the poverty rate in mountainous districts decreased by nearly 5% per year; 100% of roads to commune centers are asphalted or hardened; 100% of communes have access to the national power grid; irrigation works, markets, water supply facilities, and electricity projects are being gradually invested in synchronously, etc.

The new rural development program has yielded positive results; mountainous rural areas have seen significant improvements, and people's lives are steadily improving. To date, the mountainous districts of the province have 9 communes that have met the new rural development standards, 2 communes that have met 15-18 criteria, 33 communes that have met 10-14 criteria, and 16 communes that have met 5-9 criteria. It is projected that an additional 6 communes will meet the new rural development standards by the end of 2024.

Preserving and promoting the cultural identity, language, writing system, customs, traditions, and positive traditional beliefs of the ethnic minorities is highly valued. Many traditional festivals have been revived; many models of traditional cultural villages and hamlets have been preserved and integrated with tourism development. Efforts to educate and encourage ethnic minorities to reform outdated customs have been prioritized, and many backward practices have gradually been eliminated or adapted to current conditions.

In her address at the Congress, Ms. Nong Thi Ha acknowledged and congratulated the achievements of the Party Committee, government, military, and people of all ethnic groups in Quang Ngai province over the past period. These achievements stem from the consistent leadership and guidance of Party committees and government at all levels regarding ethnic affairs, improving the material and spiritual lives of people in ethnic minority and mountainous areas.

Ms. Nong Thi Ha suggested that the Party Committee, government, mass organizations, and socio-political organizations of the province continue to thoroughly understand the viewpoints, policies, and guidelines of the Party and State on ethnic affairs, national unity, and ethnic policies; improve the material and spiritual lives of ethnic minorities, and narrow the gap between regions and localities in the province.

At the same time, attention should be paid to preserving and promoting the fine traditional cultural values, tangible and intangible cultural heritage of the locality, linking tourism with the preservation and promotion of national cultural values. In addition, the quality and effectiveness of education and training should be improved, especially training, fostering, and vocational training for ethnic minority workers; and public health care should be strengthened…

On this occasion, the Provincial Party Committee presented the Congress with a banner bearing the inscription "Ethnic minority people in Quang Ngai province: Unity, innovation, leveraging advantages and potential, integration and sustainable development".

The Committee for Ethnic Minorities awarded Certificates of Merit to 1 collective and 4 individuals for their achievements in ethnic affairs and ethnic policies during the period 2019-2024; 5 individuals were awarded the Commemorative Medal "For the Cause of Ethnic Minority Development"; the Chairman of the Provincial People's Committee awarded Certificates of Merit to 16 collectives and 21 individuals for their outstanding achievements in ethnic affairs and ethnic policies during the period 2019-2024.
