Improving the quality of Party branch activities

Over the past period, the Standing Committee and the Executive Committee of the Ho Chi Minh City Party Committee have consistently paid attention to and directed the implementation of effective solutions to improve the quality of Party branch activities. This aims to contribute to consolidating and enhancing the leadership capacity and fighting strength of grassroots Party organizations.

Shaping the content and procedures of daily life.

The recent model Party cell meeting of the Internal Medicine Clinical Unit 2, Party Committee of Children's Hospital 1 (under the Party Committee of the Ho Chi Minh City Department of Health) impressed attendees with its clear procedures, high-quality discussions, and effective resolution of many issues. All Party members actively contributed their opinions during the meeting. Many delegates expressed their admiration for the assessment of the implementation of Resolution No. 4 of the 12th Central Committee, linked to the implementation of Directive No. 05 of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style. The Internal Medicine Clinical Unit 2 also shared stories about President Ho Chi Minh and related them to the practical tasks of the sector through vivid film clips, creating a strong ripple effect.

Attending the meeting, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Phuoc Loc highly appreciated the way the Clinical Internal Medicine Block 2 Party Branch demonstrated its approach in each aspect. This was one of five model party branch meetings in the healthcare and education sectors organized by the Ho Chi Minh City Party Committee.

Previously, some localities proactively followed the directives and guidelines of the Central Organization Committee on organizing model Party branch meetings to improve the quality of Party branch meetings in their localities. In Tan Phu District, through the organization of model Party branch meetings, Party committees and members in the district's Party organization have increasingly gained a full and deep understanding of the purpose and significance of improving the quality of Party branch meetings. According to Tran Huu Manh, Deputy Head of the Tan Phu District Party Committee's Organization Department, through the process of attending Party branch meetings at subordinate and grassroots Party branches by members of the Standing Committee, officials, and civil servants of the district's Party and mass organizations, it was observed that Party branch meetings were inconsistent. Therefore, the Standing Committee of the Tan Phu District Party Committee requested the development of a plan to survey the Party branch meetings.

Based on this, the 255 subordinate Party branches in Tan Phu District were divided into groups of similar or closely related types: neighborhood Party branches; agencies and public service units; schools; private enterprises; and armed forces. Each group selected two Party branches to hold regular and thematic model meetings. The Tan Phu District Party Committee also established a working group to attend model meetings in some Party branches and assigned the Secretaries of similar or closely related types to participate. Afterward, the working group reviewed and evaluated the content, format, and organization of the meetings at these model branches and drew lessons to improve implementation in other branches.

Gradually overcome the reluctance of party members to express their opinions.

According to the Tan Phu District Party Committee's Organizing Committee, the quality of branch meetings has improved significantly after the pilot program was implemented. Mr. Duong Van Do, Secretary of the Party Branch of Block 8 (Hiep Tan Ward, Tan Phu District), stated that after the pilot program, with close guidance and feedback from district-level Party committees, the branch meetings in the block have improved in quality, especially in encouraging and promoting the contributions and suggestions of Party members.

Deputy Head of the Tan Phu District Party Committee's Organization Department, Tran Huu Manh, commented that, to date, the process, content, and format of branch meetings under the district Party Committee are basically ensured. However, there are still some areas that need further improvement, especially the reluctance of Party members to participate and contribute opinions. “Some branches have taken initiatives such as developing meeting programs and content, printing and sending them to each Party member, including a section for their opinions. Some branches assign Party members to prepare their opinions in advance for the meeting. Thanks to this, Party members are better prepared, avoiding unclear statements,” Comrade Tran Huu Manh shared.

This approach also limits the situation where Party members do not express their opinions at the Party branch meeting but instead speak elsewhere, as emphasized by Ms. Van Thi Bach Tuyet, Head of the Ho Chi Minh City Party Committee's Organization Department, during a recent model Party branch meeting in the education sector. Furthermore, one of the key points repeatedly highlighted by the Ho Chi Minh City Party Committee's Deputy Secretary, Nguyen Phuoc Loc, during model Party branch meetings is the need to fully integrate and incorporate Party documents to improve the quality of Party branch meetings. These include documents on setting an example, the role of the leader, and documents on Party branch meetings from the Central Committee and Ho Chi Minh City.

According to the Ho Chi Minh City Party Committee's Organization Department, the organization of model Party branch meetings is aimed at implementing Guidance 12 of the Central Organization Department on improving the quality of Party branch meetings; and Guidance 02 of the Ho Chi Minh City Party Committee Standing Committee on the content of meetings and criteria for evaluating the quality of Party branch meetings.

Through these meetings, the Standing Committee of the Ho Chi Minh City Party Committee and the Standing Committee of the City Party Committee's Organization Department commented on the strengths and areas that need focus to improve the quality of the meetings. Based on these model Party branch meetings, the Ho Chi Minh City Party Committee will draw lessons and develop solutions to enhance the awareness and responsibility of Party committees and organizations at all levels regarding the role and position of Party branches and Party branch meetings; and at the same time, help Party committees and branch secretaries understand the principles and regulations on the process and methods of organizing Party branch meetings as prescribed.
