On the afternoon of October 8, at the headquarters of the State Securities Commission (SSC), Chairwoman of the SSC Vu Thi Chan Phuong had a meeting and worked with Mr. Bob McCooey, Vice President and Director of International Listing Department, Nasdaq, on the occasion of his working trip to Vietnam.
Informing you, Ms. Chan Phuong said that Vietnam has been actively perfecting the legal framework and carrying out many reforms in mechanisms to develop the stock market.
Recently, the State Securities Commission issued a Regulation on coordination in reviewing initial public offering (IPO) registration dossiers at the same time as listing registration dossiers. At the same time, it encourages qualified Vietnamese enterprises to participate in listing in international markets, especially on Nasdaq...
The State Securities Commission hopes that Nasdaq will continue to coordinate and create favorable conditions for Vietnamese enterprises to access and take advantage of opportunities to issue depository certificates in the international market.
Mr. Bob McCooey, Vice President and Head of International Listings, congratulated the Vietnamese stock market on being officially upgraded as announced by FTSE Russell.
He affirmed that Nasdaq is ready to cooperate and support the State Securities Commission in areas of interest to Vietnam; at the same time, he expects Vietnamese enterprises to be successful when expanding their operations to international markets.

On the same day, local time, Nasdaq "hung" a prominent image of Vietnam on a giant LED screen in Times Square - a global financial icon.
Nasdaq is known as one of the largest stock exchanges in the world , famous for leading technology businesses such as Apple, Microsoft, Google (Alphabet), Amazon, Meta and Tesla.
This is a special media mark, continuing a series of historic "upgrade" events, demonstrating the companionship between Vietnamese securities and the US Nasdaq, opening up new expectations for attracting global capital flows.
Billions of dollars in capital will flow into Vietnam
Analysts expect that in the near future, the Vietnamese stock market will attract billions of dollars in capital after being upgraded.
ACB Securities (ACBS) experts predict that after the upgrade, Vietnam will be included in the list of interest of hundreds of active funds with investment criteria in emerging markets.
The company said the Vanguard FTSE Emerging Markets ETF - the largest fund currently trading on the FTSE Emerging Index - is managing about $100 billion. With an allocation rate for the Vietnamese market of about 0.6%, the capital flow from Vanguard could reach $600 million.
TVS Research estimates that the Vietnamese stock market could receive about 440-620 million USD from passive funds benchmarked against the FTSE EM index.
Based on the assumption that all stocks in the FTSE Vietnam index will be included in the FTSE emerging markets index, VPBankS estimates that the value of passive and active capital flows into the Vietnamese market will reach about 3-7 billion USD in the period after the upgrade decision takes effect (of which 1.5 billion USD will come from passive funds).
On the foreign investor side, VinaCapital said the emerging market upgrade by FTSE Russell could add $5-6 billion in capital to the Vietnamese stock market, including $1 billion in passive capital and $4-5 billion in active capital.
On October 8, FTSE Russell announced the results of the upgrade of Vietnam's stock market.
According to FTSE, the upgrade of Vietnam to secondary emerging market status will officially take effect on Monday (September 21, 2026), subject to the results of the mid-term review in March 2026.
The rollout is expected to be phased in. Details will be announced in the March 2026 FTSE Market Classification Review announcement, which is expected to be released in early April 2026.
