State Bank collects about 600,000 accounts showing signs of fraud

The State Bank said it has collected about 600,000 accounts showing signs of fraud and warned nearly 300,000 customers to stop transactions.

At the press conference on Vietnam Card Day 2025, Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam (SBV) shared about the solutions being implemented to prevent fraud and scams in cyberspace.

According to Mr. Tuan, through monitoring, the State Bank found that most service providers have strictly complied with the regulations. In addition, the State Bank also has regulations on organizations to review and send lists of cards and accounts that may be suspected of being involved in fraudulent activities. For example, a person opens many different accounts, has suspicious transaction behavior; an account generates too many transactions in a day, not suitable for the account capacity...

To date, the State Bank has collected about 600,000 accounts with signs of fraud and scams. Through pilot implementation at banks, by early September 2025, nearly 300,000 customers have been warned to stop transactions, with a total amount of about 1,500 billion VND ,” said Mr. Tuan.

Mr. Tuan also emphasized that the new warning tool will help customers consider carefully before making money transfers.

However, after many personal accounts were blocked, fraudsters began to use corporate accounts. Faced with this reality, the State Bank is urgently amending a number of regulations to ensure safety and security.

It is expected that in October 2025, the State Bank will issue at least two revised circulars. One is Circular 48 on cards, giving more autonomy to card issuers while adding responsibility for risk management. The other is Circular 40 on e-wallets, which has completed appraisal and will be signed and issued in about a week.

The new regulations will contribute to enhancing security and safety for payment methods, especially cards and e-wallets ,” Mr. Tuan emphasized.

Regarding non-cash payment activities in the past 5 years, Mr. Tuan said that the average growth rate in the number of transactions reached over 62% per year. By the end of 2024, the proportion of adults with bank accounts had reached 87%, showing the rapid popularization of banking and financial services.

In the first 7 months of this year, non-cash payment transactions increased by 44.4% in quantity and 25% in value compared to the same period last year. In particular, transactions via mobile phones increased by 38.34% in quantity and 21.24% in value; transactions via QR codes increased by 66.73% in quantity and 159.58% in value.

In the coming period, the banking industry will continue to take digital payments as one of the important pillars contributing to promoting national digital transformation.
