This was one of the key directives issued by the Director of the Ho Chi Minh City Department of Education and Training, Nguyen Van Hieu, after a meeting of high school principals in Ho Chi Minh City.
According to Mr. Nguyen Van Hieu, regarding the implementation of Circular 29/2024 of the Ministry of Education and Training regulating extracurricular tutoring, the leaders of the Ho Chi Minh City Department of Education and Training have instructed high school principals to disseminate the information to teachers to ensure that extracurricular tutoring activities comply with regulations, are transparent, and avoid abuse for personal gain. At the same time, they are to improve the quality of regular teaching so that students can effectively learn during class time, limiting the need for extracurricular tutoring. Students should not be forced to participate in extracurricular classes in any form.
Schools must also check and review the assignment of teaching hours to teachers, ensuring that the required teaching workload is met. At the same time, they must strictly adhere to and fully and accurately declare data on the tutoring management system to ensure transparent and effective management.
The head of the Ho Chi Minh City Department of Education and Training has requested high schools to review their budgets for educational activities, prepare supplementary budget estimates if necessary, and submit them to the Department of Education and Training for consideration and allocation. This ensures the rational use of the budget, prioritizing educational activities and student support, while avoiding waste or inappropriate allocation to teacher income.
The leaders of the Ho Chi Minh City Department of Education and Training requested that enrollment quotas be assigned based on the facilities and capacity of each school, ensuring they are practical and meet the needs of students and society.
The Ho Chi Minh City Department of Education and Training has assigned its specialized departments to inspect student competency assessments, guide schools in improving the quality of regular teaching, guide units in developing budgets to ensure funding for educational activities, and proactively propose and advise the City People's Committee on supplementary funding if necessary. It will control revenue and expenditure, preventing overcharging or unauthorized collection of fees; monitor and evaluate the implementation of extracurricular tutoring; and advise on policy adjustments if any inadequacies are found. "The Office of the Ho Chi Minh City Department of Education and Training will develop software for managing extracurricular tutoring; and simultaneously guide and supervise data entry to ensure complete and accurate updates on the system," the conclusion stated.
Regarding the 10th grade admissions process: The 10th grade admissions process must ensure fairness, transparency, and adherence to regulations. High schools should arrange flexible subject combinations to meet the diverse needs of students, facilitating their studies and transfers when necessary. Facilities and teaching staff should be reviewed to ensure optimal learning conditions for admitted students. The Planning and Finance Department will allocate admission quotas based on the facilities and capacity of each school, ensuring they are practical and meet the needs of students and society.
Regarding the implementation of Conclusion No. 91/2024 of the Politburo , the department's leadership requested that schools seriously conduct surveys on teachers' foreign language proficiency according to the general plan, thereby developing appropriate training plans to ensure teaching quality and practical usability. Principals of high schools are tasked with proactively implementing foreign language training plans for teachers, creating an effective English practice environment.
For students, it is necessary to diversify learning methods and enhance English communication through clubs, exchange programs, and public speaking competitions. At the same time, a mechanism for regular assessment should be established, and teaching methods adjusted accordingly to ensure the long-term goal of developing English as a second language in the education system is achieved.
