Education sector: Efforts to prevent and combat bad and toxic information on social networks

Quang Ninh Department of Education and Training has a large number of managers, teachers, employees, and students (in the 2025-2026 school year, the whole province has more than 22,000 managers, teachers, employees, and more than 365,000 students). These are the groups that are likely to be greatly influenced by social networks and are easily affected by bad and toxic information. Therefore, the work of educating and fostering awareness for managers and teachers; educating ideology, ethics, and lifestyle for students is always considered important by the industry. From there, it helps teachers and students increase their resistance to bad and toxic information on social networks.

It is undeniable that social networks bring many positive values, especially allowing easy information searching, creating new values, promoting digital transformation, and applying IT in education and training.

However, the reality is that the Internet is developing very rapidly and is having a great impact on teachers and students. Many social networking sites contain content that affects thoughts, feelings, opinions, and wrong behaviors that can make cadres and teachers unstable in political stance, leading to changes in ideological stance, attitudes, communication behavior, reducing the ability to perform duties and tasks, and even violating the law.

Faced with that situation, in recent times, the Quang Ninh Department of Education and Training has always focused on and effectively implemented political, ideological and ethical education for cadres, civil servants and public employees in the entire industry.

In the 2024-2025 school year, the entire sector organized 637 topics, with more than 22,000 cadres, party members, civil servants, public employees, and workers being propagandized and studying Ho Chi Minh's ideology, ethics, and style. 100% of cadres, civil servants, public employees, and workers were thoroughly informed, disseminated, researched, and studied the Party's directives and resolutions, the State's guidelines, policies, and laws, thereby having a positive impact on improving teachers' ethics for cadres and teachers.

The Department of Education and Training also focuses on fully disseminating viewpoints, ideas, and guidelines on educating revolutionary ideals, political ideology, and ethics for students; continuing to promote the study and following of Ho Chi Minh's ideology, ethics, and lifestyle in educational and training institutions; and promoting the building of school culture. Schools have integrated life skills education into subjects and experiential education activities.

Along with that, 100% of high school students have access to art education, cultural heritage education, and study tours at national monuments, the Provincial Museum, and the Provincial Library. 100% of high school students strictly implement the set of school culture criteria in educational institutions in the province.

The establishment of a close relationship between the school and the family is of interest, through zalo, facebook... homeroom teachers regularly grasp the family situation, circumstances, and psychological developments of students, promptly inform parents about the situation of their children's education, training, and learning results, thereby encouraging, sharing, and correcting each behavior of students, including mistakes and deviations.

In the 2025-2026 school year, to contribute to improving the effectiveness of the fight against erroneous, hostile views and toxic information on the Internet and social networks, the Department of Education and Training has directed educational institutions to actively, proactively and promptly provide complete and comprehensive official information to all subjects in schools. Point out the tricks and harmful nature of toxic information to society; equip teachers with the necessary knowledge so that each teacher can self-filter and receive official information.

For articles and videos with bad and toxic content that are spread on social networks, teachers need to speak up to refute or limit the spread by choosing to hide the article, report it as spam for the network administrator to handle. In addition, do not listen, read, watch radio stations, newspapers, websites, articles, blogs, videos of opposing and reactionary elements. At the same time, you must be responsible for orienting public opinion in the face of multi-dimensional information flows on social networks.
