Quang Ninh has an early developed industry, especially the mining industry. This is also an industry that accounts for a large proportion of the province's economic structure. However, before 2020, this limited industry basically focused on the mining sector and increasingly revealed many difficulties when the mining area went deep, the use of new technology still had the potential risk of environmental pollution... leading to the value of contribution to the province's economic structure not being as expected.

Recognizing the challenges, with proactiveness, flexibility, and constantly innovative and creative thinking, Quang Ninh has repositioned its core values, built a roadmap and specific scenarios with the determination to promote economic restructuring towards sustainability. In particular, the important pillars to shorten the transformation process are effectively exploiting diverse ecosystems, digital economy, and circular economy.

Since 2020, when the 15th Provincial Party Congress was held in the context of the Covid-19 outbreak, key economic sectors such as mining and services - tourism were severely affected, the growth task faced many challenges, Quang Ninh quickly issued the first resolution of the new term - Resolution No. 01-NQ/TU (dated November 16, 2020) on rapid and sustainable development of the processing and manufacturing industry with a reasonable structure and high competitiveness. In particular, priority was given to and attraction of enterprises applying modern technology, clean technology, low resource loss, creating products with high added value and participating in the global value chain; create a breakthrough in attracting new generation foreign direct investment (FDI) capital... This can be considered a strong breakthrough when Quang Ninh possesses many advantages from land, international border gates, abundant human resources, convenient and synchronous transportation infrastructure by air, sea and road.

Looking back over the past 5 years, it can be said that this is the most effective and clear transformation of Quang Ninh when the processing and manufacturing industry develops in a more sustainable direction, rapidly increasing its scale and proportion in the economy with an average annual increase of 23%, being the main growth driver throughout the term. Total FDI attraction capital in the period of 2021-2025 reached nearly 9.77 billion USD, 5.1 times higher than the period of 2016-2020; of which the processing and manufacturing industry accounts for over 68.5%. The province has initially formed a large-scale industrial chain with international competitiveness, such as: High-tech textile, automobile and electric vehicle manufacturing, mechanical engineering, electrical and electronic equipment assembly, etc.

In the economic restructuring options, the strong shift of the service - tourism industry is also a quite impressive highlight. With the goal of developing tourism as a spearhead economy associated with sustainable development of the marine economy, Quang Ninh prioritizes focusing on renewing traditional tourism products, building and putting into operation new, unique products, such as yachts, resort complexes with international brands and standards. Tourism infrastructure has developed, increasing rapidly in both quantity and quality of services.

The province organizes many political, tourism, cultural, sports and festival events at national and international levels, creating a strong promotional effect, spreading the image of the land and people of Quang Ninh - a "safe, friendly and attractive" tourist destination. Quang Ninh tourism has been constantly diversified, improving quality and competitiveness. This has increased spending, revenue and tourism economic efficiency, becoming a resource and driving force for growth, creating a breakthrough in economic development, enhancing the local brand.

In 2024, tourism will contribute 9.64% of the province's GRDP, with international visitors returning strongly. Ha Long continues to maintain its World Heritage - Wonder brand, while Yen Tu, Bai Tu Long, Van Don - Co To develop into attractive eco-resort destinations. Oriented to 2030, with a vision to 2045, Quang Ninh strives to become the country's leading green tourism center, an international gateway, developing in the direction of "4-season tourism", prioritizing environmentally friendly types such as MICE, resort - health care, spiritual tourism, cultural festivals. The province also focuses on sustainable infrastructure, increasing inter-regional connectivity, promoting a civilized night-time economy, and minimizing environmental impact.

With the flexible transformation of economic structure, Quang Ninh has been very successful in proactively restructuring resources, including human resources, financial resources, land, water surface, tourism resources, and spirituality. Quang Ninh has created a sustainable driving force for economic restructuring and attracting resources for development. Notably, the province has coordinated the use and directed resources to focus on priority areas for "green" development.

Looking at the whole past term, the transition from “brown” to “green” in Quang Ninh simultaneously solved major requirements, mobilized development resources comprehensively, deeply and sustainably; fully identified the potential, strengths, and unique, outstanding values of the province.

Confident in the new era

Looking back over the past 5 years, Quang Ninh's economic structure has undergone a strong shift, and previous conflicts and challenges in the development process such as: the need to liberate resources, promote potential, strengths and large development space with the current situation of some institutions, mechanisms and policies still limited; between coal mining, contributing to ensuring national energy security, industrial development with tourism and service development in the same area... have been gradually resolved.

This has contributed to stabilizing the average annual growth rate at 10.4%, 1.7 times higher than the national average. The economic scale has increased rapidly, estimated to reach 395,000 billion VND in 2025, 1.9 times higher than in 2020; GRDP per capita in 2025 is estimated to reach over 11,000 USD, 2.23 times higher than the national average, 1.7 times higher than in 2020.

With these results, along with the country entering the era of development, Quang Ninh continues to effectively exploit traditional growth drivers and gradually operate new growth drivers effectively in the spirit of closely following the national pillar resolutions. In particular, focusing on promoting structure, establishing economic growth model, taking science - technology and innovation as the main driving force; promoting green, inclusive and comprehensive growth in economy - society - culture - environment - national defense and security.

To develop green industry and green transformation, the province prioritizes fundamental and spearhead industries with high technology content and high added value. Create a breakthrough in selectively attracting foreign direct investment (FDI) capital into industrial parks and economic zones, prioritizing projects with advanced technology, new technology, high technology, clean technology, modern management, large scale, high added value and spread, connecting with the global production and supply chain. Rapidly increase the scale and contribution ratio of the manufacturing and processing industry (semiconductor industry, automobiles, renewable energy equipment, railway industry, etc.) to become a main pillar in economic development. From there, build Quang Ninh into one of the high-tech processing and manufacturing centers.

Along with that, focusing on developing tourism, modern comprehensive services increasingly affirms its leading role and important pillar in economic development; becoming a logistics center, a multimodal transport gateway connecting with China, Northeast Asia and ASEAN; establishing and developing a free trade zone. At the same time, developing tourism in the direction of "reducing quantity, increasing quality" so that Quang Ninh becomes one of the leading green tourism and sustainable tourism centers in the country, playing the role of a gateway for cooperation, connecting tourism with the region and the world in the direction of green growth associated with the development of night-time economy, heritage economy, cultural industry; promoting regional linkages so that Quang Ninh becomes a safe and attractive "4-season" tourist destination, bringing the world to Quang Ninh.

The province also promotes the transformation of the rural economic structure towards green, ecological, circular, and value chain; builds new rural areas towards modernity, inclusiveness, rich in cultural identity, associated with urbanization and adaptation to climate change; resolutely makes breakthroughs in the application, development of science and technology, innovation and digital transformation, creating breakthroughs in comprehensive digital transformation in management, operation and in industries and fields; establishes new, advanced and modern production methods that harmoniously combine humans and artificial intelligence (AI). At the same time, improve science and technology capacity and innovation, attract, train and make use of high-quality human resources capable of absorbing, mastering, applying, developing and transferring advanced technologies; create a favorable environment and conditions for the private economic sector to grow, be ready to participate in investment, scientific research and technology development...

With specific and clear orientations, goals and solutions, combined with the tradition of "Discipline - Unity", starting the new term, Quang Ninh will accelerate comprehensively, effectively exploiting different and outstanding potentials to promote socio-economic development, accompanying the country to enter the era of rising with new spirit and new motivation.
