Expectations for policies that pave the way for development

The 16th Congress of the Quang Ninh Provincial Party Committee is a major political event. Officials, party members and people of all ethnic groups in the province are excited and have high expectations for the policies that will pave the way for socio-economic development.

Mr. Khuc Dinh Phuong, Chairman of the Provincial Young Entrepreneurs Association: Creating momentum for the private economy and young businesses from breakthrough policies

Recently, the Party and the State have issued breakthrough policies to promote the private economy to become one of the important driving forces of the economy, especially Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo "On private economic development", Resolution No. 198/2025/QH15 of the National Assembly "On a number of special mechanisms and policies for private economic development". This is a strategic step, creating more confidence and motivation for the business community, especially young entrepreneurs in the province.

We expect that in the coming time, policies will continue to strongly improve the investment and business environment, remove obstacles in administrative procedures, access to land, capital, technology and markets. Along with that, we will build appropriate support mechanisms so that young and innovative entrepreneurs can have more favorable and sustainable development conditions. At the same time, we will continue to pay attention to investing in digital infrastructure, e-commerce, logistics and perfecting and expanding policies to support creative startups among young people, helping young businesses confidently reach out to international markets, contributing to affirming the Vietnamese brand.

When all barriers are removed and resources are unleashed, I believe that the private economy will develop even more strongly, clearly affirming its important role as a driving force to help the country rise in the new era.

Doctor CKII Pham Quang Dung, Director of the Provincial Geriatric and Rehabilitation Hospital: Building a modern healthcare system, taking good care of the health of the entire population

In recent times, the work of protecting, caring for and improving people's health has achieved many important results. The provincial and regional hospital system has been gradually upgraded; many specialized techniques have been deployed locally, reducing the burden on the central level. Along with that, health insurance coverage has been increasingly expanded, contributing to ensuring the right to medical examination and treatment for people. In particular, through the Covid-19 pandemic, the health sector has learned many valuable lessons on improving preventive medicine capacity, disease control and enhancing the ability to respond to medical emergencies...

Based on those achievements, the promulgation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health" is expected to open a new development stage for the health sector, better meeting people's health care needs in the new situation.

An important direction is to strongly apply scientific and technological advances and international cooperation to access advanced treatment methods. In particular, in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, the Hospital considers digital transformation as a strategic breakthrough: Focusing on modern management, implementing electronic health records, remote medical examination and treatment, online treatment scheduling and monitoring systems; at the same time, applying smart medical devices and treatment support robots to improve professional quality.

Implementing the spirit of Resolution No. 72-NQ/TW, we hope that the following policies will continue to prioritize resources for healthcare, focusing on infrastructure and modern equipment, developing high-quality human resources and promoting comprehensive digital transformation in the industry; continue to perfect flexible financial mechanisms; encourage public-private partnerships to mobilize social resources, synchronous and sustainable investment. This is also a contribution to concretizing the Party's major policy so that all people can receive better healthcare, building a healthy and happy society.

When all people have access to quality, equitable and modern healthcare services, we will be closer to the goal of building a healthy Vietnam, where health becomes a solid foundation for sustainable development.

Lawyer Vu Huu Quy, Chairman of the Provincial Bar Association: Institutional and legal breakthroughs to pave the way for development

In recent times, the work of building and enforcing laws has achieved many important results, contributing to the completion of the socialist-oriented market economy institution. Many new laws and decrees have been issued, ensuring human rights and civil rights, while promoting innovation, digital transformation, and administrative procedure reform. The public disclosure of draft documents and the widespread collection of opinions from people and businesses have been increasingly focused on, thereby improving the transparency and feasibility of the law.

However, in practice, there are still certain limitations and shortcomings. In response to new development requirements, Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo "On innovation in law-making and enforcement to meet the requirements of national development in the new era" was issued, identifying that law must be a tool for development, ensuring human rights, citizen rights, and improving the effectiveness of national governance. The Resolution proposes many breakthrough solutions to improve the quality of law-making and enforcement, ensuring transparency, efficiency, and practicality.

I expect that the implementation of Resolution No. 66-NQ/TW will create substantial changes in both law making and enforcement. When the legal system is transparent, feasible, and strictly enforced, it will certainly unlock resources, strengthen people's trust, contribute to building a socialist rule-of-law state, and promote sustainable national development.

Mrs. Ma Thi Phuong (Na Nhai village, Binh Lieu commune): Believes that new policies will bring a prosperous and happy life to the people.

Over the past years, thanks to the attention of the Party, the State and authorities at all levels, the appearance of Na Nhai village has changed significantly. The road to the village has been widened, the national grid, clean water, telephone and internet signals have reached every household. Children of ethnic minorities have been able to study at boarding schools; temporary and dilapidated houses have been gradually eliminated, bringing people a more stable life.

In the coming time, we hope that ethnic policies will be closer to real life. In particular, it is necessary to pay attention to supporting sustainable livelihoods, such as raising livestock and growing crops suitable to the natural conditions of the highlands; improving the quality of primary health care so that people can receive better health care right at the local level. At the same time, there will be a mechanism to encourage the preservation and promotion of cultural identity, support artisans to maintain their language, writing, and traditional festivals; build and promote brands for ethnic products through digital platforms.

We believe that with new policies, ethnic minorities will have more opportunities to escape poverty, become rich legitimately, build increasingly prosperous and civilized villages, firmly consolidate their trust in the Party and State, and join hands to protect the Fatherland.

Veteran Nguyen Viet Cuong (Van Don special zone): "Expectations for strategic decisions for a sustainable Vietnam"

As a soldier who experienced war, I deeply understand the value of peace, independence and national sovereignty. Over the past 80 years, I have always followed every step of the country's development with great faith and expectations. Especially in recent times, the Party and State have issued many strategic, comprehensive, long-term visionary policies to strengthen national defense and security, maintain territorial sovereignty; at the same time, promote economic development, science and technology and international integration.

I believe that when these policies are implemented synchronously and resolutely, Vietnam will create a strong transformation; the people will enjoy the fruits of a modern economy, a country with strong security, deep integration and sustainable development in the digital age. With the wise leadership of the Party and the consensus of the entire people, the country will overcome all challenges, rise strongly, affirm the national position, maintain independence, autonomy and create a prosperous future.

Teacher Bui Thi Hong, Le Quy Don High School (Quang Hanh Ward): "Innovating education to build a future generation of bravery"

Having been involved in the career of "growing people" for many years, I am very proud to witness the strong attention and investment of the Party and State in the education sector in recent years. This clearly demonstrates the right direction when placing education at the center of the country's sustainable development strategy. However, from daily teaching practice, I realize that the education sector is still facing many difficulties, in which the most prominent is the shortage of teachers. Many schools, especially in difficult areas, still lack teachers in some subjects, causing considerable pressure on both teachers and students, affecting the quality of teaching and learning.

The Party and the State will have more fundamental and breakthrough solutions in policies to attract, train, use and allocate teachers, especially in areas with many difficulties. I am very pleased that the Politburo issued Resolution No. 71-NQ/TW dated August 22, 2025 "On breakthrough in education and training development", affirming that education is not only the top national policy but also the decisive factor for the future of the nation, in order to meet the requirements of the integration and development period. I believe that, with the wise leadership of the Party, the determination of the whole sector and the companionship of the whole society, the education sector will continue to make breakthroughs, contributing to building a young generation with knowledge, courage and responsibility, making positive contributions to the rapid and sustainable development of the homeland and the country.

Mr. Bui Quang Huy, retired cadre (zone 3, Co To special zone): "Promoting the strategic role of seas and islands in protecting sovereignty and developing the country"

After many years of working and living in Co To, I have realized that the sea and islands are not only a space for survival and development, but also an area of ​​special strategic importance to national security. This is a land rich in potential resources and international trade, and at the same time plays the role of a frontline defense, closely linked to the sovereignty, territorial integrity and geopolitical position of the country.

Firmly protecting the sovereignty of the sea and islands is a prerequisite to ensure stability and sustainable development, not only for Quang Ninh province but also for the whole country. Therefore, I think it is necessary to soon develop and promulgate specific mechanisms and policies for important sea and island areas, especially those with strategic locations such as Truong Sa, Co To...

In the coming time, I expect the State to continue to have policies to promote socio-economic development and strengthen national defense and security in the sea and island areas. At the same time, it is necessary to pay attention to improving the material and spiritual life of the functional forces and people living and working here. This is an inseparable part of the overall strategy to protect sovereignty and develop the country in a sustainable and comprehensive manner.

Labor Hero Pham Dinh Duan, Workshop KT14 (Vang Danh Coal Joint Stock Company - Vinacomin): "Building a workforce with skills and sustainable development mindset"

With 20 years of experience in underground coal mining, I have determined that responsibility, perseverance and the desire for innovation are indispensable assets for miners in the new era. From the position of a miner directly involved in production, I strive to become an active member of the unit's innovation process, a bridge between the technical team and production practices. I proactively propose many solutions to modernize the mining process, improve efficiency and ensure labor safety.

Workers in any working environment must have a creative spirit and a constant learning spirit, which is the key to increasing income and becoming role models for today's generation of workers. Workers who are ready to adapt, innovate their thinking and bring a modern breath to each assigned task.

I hope and expect that the Party and the State will continue to issue specific plans and programs to improve the quality of vocational training and create more suitable job opportunities for workers. It is especially important to focus on building a workforce with skills and a sustainable development mindset, a desire for innovation and creativity, to meet the requirements of the era of industrialization and modernization of the country.
