Recommendations on many civil issues

Before the 10th Session of the 15th National Assembly, the National Assembly Delegation of Hue City organized many meetings with voters in wards and communes. The atmosphere at the meetings was not only a place to inform about the meeting agenda but also became a truly democratic forum where people could express their trust, expectations and practical recommendations.

At the meetings, many opinions highly appreciated the development of the country and the city, especially the two new resolutions of the Politburo , Resolution No. 71-NQ/TW on "Breakthrough in education and training development" and Resolution No. 72-NQ/TW on "Strengthening the protection, care and improvement of people's health". According to voters, these are strategic orientations, establishing two important pillars for the country's development in the new period.

Education and health are the foundation of all development. We believe that with these two resolutions, the Party and the State are opening up the right, long-term and humane direction,” voter Tran Thi Mai (Thanh Thuy ward) expressed.

The policy of exempting all tuition fees from kindergarten to public high school nationwide from the 2025-2026 school year is considered by many voters as a historic step forward in educational equity. They expect the National Assembly and the Government to closely monitor the implementation process so that the policy truly reaches the people, without generating any additional fees outside of regulations.

In addition to trust and consensus, voters in localities also raised many specific recommendations related to daily life. In Thanh Thuy ward, people requested to promptly resolve problems in granting land use right certificates, handle the situation of land coordinate deviation, expand Cong Bac 2 to prevent flooding, upgrade Ton That Son street; at the same time, consider policies for catering staff at kindergartens because this is a special labor force, making important contributions to education but currently suffering many disadvantages in income.

In Thuan An ward, a locality heavily affected by climate change, opinions focused on the issue of infrastructure for natural disaster prevention and control. People proposed investing in anti-erosion embankments along rivers and estuaries, upgrading coastal roads to promote tourism, services and marine economy development. Flood drainage systems and open drainage channels need to be invested synchronously to reduce flooding during the rainy and stormy season. Voters also want to strengthen medical facilities, equipment and human resources for the ward health station, ensuring that it meets the initial medical examination and treatment needs of the people.

In A Luoi 3 commune, where the terrain is complex and socio-economic conditions are still difficult, voters asked the State to pay more attention to investing in transportation, irrigation, and the environment, promptly overcome landslides and land subsidence, and support sustainable livelihoods for ethnic minorities...

For sustainable development goals

The summary report sent to the National Assembly Standing Committee by the city's National Assembly Delegation stated: Voters and people of Hue city agree with and highly appreciate the policy of organizing a 2-level local government model. This is a step in the right direction in administrative reform, streamlining the apparatus, and improving efficiency in serving the people.

Regarding economic development, the City National Assembly Delegation proposed that the Government consider continuing to implement the Project "Supporting the National Innovation Startup Ecosystem" until 2030, inheriting and expanding from the Prime Minister's Project 844. Hue is considered a locality with great potential for developing innovative startups in the fields of culture, tourism, and digital technology, but still lacks support mechanisms and investment resource connections.

Another issue that many voters are concerned about is the situation of young people breaking the law, driving underage, gathering to race, and disturbing public order. Many people suggest that stronger measures and strict punishments are needed to restore discipline, while at the same time promoting education and propaganda in families, schools and the community. Voter Nguyen Van Tan (Thuan Hoa ward) said: "We cannot allow the image of young people driving at high speed and weaving in and out of traffic in the city center. This issue needs both deterrence and education to maintain a safe living environment."

Other recommendations related to food safety in boarding meals, adjusting suspended planning, controlling household electricity prices, and improving urban infrastructure were also raised by people at many contact points. Most of them stem from the desire to build Hue into a green, civilized, safe, and livable city.

According to National Assembly Deputy Nguyen Hai Nam, voters’ opinions and recommendations not only reflect real life but are also a valuable source of information to help the National Assembly improve policies and laws. “All recommendations are compiled by the City National Assembly Delegation and sent to the National Assembly Standing Committee and the People’s Aspirations Committee; at the same time, the progress of responses and resolutions by relevant ministries and branches is monitored,” Mr. Nam emphasized.
