Proposal to recognize the title of Martyr for Chairman of the People's Committee of Dray Bhang Commune, Le Phuoc Toan

Regarding the accident that occurred on National Highway 27 on the evening of October 3, 2025, which caused Mr. Le Phuoc Toan, Chairman of the People's Committee of Dray Bhang Commune, to die while on duty, the People's Committee of Dray Bhang Commune issued a document requesting the Provincial People's Committee to agree in principle so that the People's Committee of the Commune can complete the procedures to submit to the competent authority to recognize comrade Le Phuoc Toan as a martyr who died while on duty.

According to a quick report from the People's Committee of Dray Bhang commune, from 6:00 p.m. to 9:30 p.m. on October 3, 2025, in Dray Bhang commune, there was a very large storm that caused local flooding at Km16+650 of National Highway 27 in village 4, Dray Bhang commune in front of Y Jut High School, causing traffic congestion and endangering road users.

Comrade Le Phuoc Toan, Deputy Secretary and Chairman of the People's Committee of Dray Bhang Commune, together with the working delegation of the People's Committee of the Commune, carried out traffic diversion and warned of danger to road users at the localized flood location at Km16+650 of National Highway 27.

While on duty, at around 9:25 p.m., a car with license plate 47A-461.73 driven by Ms. Le Thi Cam Chi (born in 1992, residing in T1A, Ea Ktur commune) from Lak to Buon Ma Thuot caused a traffic accident with comrade Toan. Although he was promptly taken to the Central Highlands General Hospital for emergency treatment, comrade Toan did not survive due to severe injuries.

Discussing the above content, Vice Chairman of the Provincial People's Committee Nguyen Thien Van said that the Provincial People's Committee has directed relevant units to review the content proposed by the People's Committee of Dray Bhang commune to ensure the best policies for comrade Le Phuoc Toan.
