Total state budget revenue in 2025 is estimated at 11,700 billion VND, an increase of 16% compared to the same period. This is a very commendable result, given that production and business activities in the area have been affected by economic fluctuations, purchasing power has not fully recovered, and many businesses are still facing difficulties with capital.
Notably, domestic revenue, excluding land use fees, lottery, dividends, and after-tax profits, is estimated at nearly 6,000 billion VND, exceeding the forecast by 13%; 100% of basic taxes were completed and exceeded the assigned targets; 58 out of 64 communes and wards achieved and exceeded their revenue targets, reflecting the coordinated efforts from the provincial level to the grassroots.
Many budget revenue sources met or exceeded projections, such as: revenue from the state-owned enterprise sector reached an estimated 112%; the foreign-invested enterprise sector reached 342%; the non-state economic sector reached 156%; personal income tax reached 114%; revenue from lottery activities reached 124%; revenue from sea area use reached 111%; and registration fees reached 109%.
Mr. Nguyen Van Be, Deputy Head of the Ca Mau Provincial Tax Department, assessed: “The 2025 budget revenue results are clear evidence of the close and timely guidance of the Provincial Party Committee and the Provincial People's Committee, along with the close coordination of departments and agencies in managing revenue sources; demonstrating the spirit of unity, proactiveness, and decisiveness of the entire tax sector. Exceeding the budget target not only contributes to ensuring the balance of the local budget but also creates important room for investment, development, and social welfare.”
The adjustment of tax policy for goods subject to a 5% value-added tax rate, primarily agricultural, forestry, and aquatic products, especially raw shrimp, has contributed to an increase in budget revenue of approximately 560 billion VND.
Mr. Nguyen Van Be further informed that the timely implementation of new tax policies, especially the adjustment of the 5% value-added tax rate for goods subject to VAT, helped increase budget revenue by approximately 560 billion VND. Lottery operations continued to be a bright spot with a ticket sales rate exceeding 99%; the adjustment of issuance limits from mid-year brought revenue from this sector to over 25% of the projected amount, with total estimated revenue reaching 5,094 billion VND.
Working together to support and enhance discipline.
Alongside its revenue collection duties, the Ca Mau Provincial Tax Department has placed special emphasis on implementing tax exemption, reduction, and extension policies to alleviate difficulties for businesses and individuals. During the year, the total amount of tax and land lease fees exempted or reduced was approximately 660 billion VND, and over 130 billion VND in value-added tax was extended. These figures clearly demonstrate the Tax Department's commitment to supporting the business community.
"The Tax Department has clearly identified that reforming administrative procedures and improving service quality are key solutions to enhance compliance with tax laws. When taxpayers understand, comply with, and access policies correctly and promptly, tax collection management will be more effective and sustainable," Mr. Nguyen Van Be emphasized.
The year 2025 marked significant progress in the modernization of tax administration. The rate of electronic tax declarations reached over 97%, and the rate of on-time payments was nearly 98%. Value-added tax refunds were implemented rigorously and in accordance with regulations, with over 160 refund decisions totaling over 330 billion VND. Inspection and auditing focused on high-risk sectors and businesses, resulting in the collection and penalties of nearly 100 billion VND, contributing to combating budget revenue losses and enhancing legal discipline.

In the context of a rapidly developing digital economy, the Ca Mau Provincial Tax Department has identified its focus as implementing electronic invoices generated from cash registers, expanding the eTax Mobile application, and implementing the "Transformation of the model and method of tax management for business households when abolishing lump-sum tax" project according to Decision No. 3389/QD-BTC dated October 6, 2025, of the Ministry of Finance. The goal is that by January 1, 2026, 100% of business households will switch from lump-sum tax to declaration-based tax, contributing to the transparency of revenue, gradually abolishing the lump-sum tax mechanism, and moving towards a self-declaration and self-payment method according to modern management standards.
Revenue from the Gas-Electricity-Fertilizer industrial complex accounts for a significant proportion of the province's total budget revenue.
In 2026, the tax sector has identified reform, modernization, and digital transformation as key priorities, linking budget revenue collection with the recovery and sustainable development of the economy. The focus will be on tightly managing revenue sources from land, resources, and e-commerce; expediting tax refund processing; improving the quality of tax officials; and tightening discipline and order in the performance of official duties.
“The Ca Mau Tax Department enters the new year with the highest determination, continuing to innovate its management thinking towards a service-oriented mindset, using the satisfaction of citizens and businesses as a measure of effectiveness. We believe that, with the foundation built in 2025, the Tax Department will successfully complete its assigned tasks and make a positive contribution to the province's development in the coming period,” Mr. Nguyen Van Be expressed his expectations.
