
At the national online conference of tax authorities on July 1, the Tax Department ( Ministry of Finance ) announced decisions on organization and personnel to implement the industry's new organizational model.
According to the decision regulating the organizational structure of the Tax Department signed by the Ministry of Finance yesterday, the tax agency will convert from the current model of 20 regional tax branches into 34 provincial and municipal tax offices (an increase of 14 units). At the same time, 350 district-level tax teams will also be converted into 350 basic tax offices, under the provincial and municipal tax offices to manage at the commune level. At the central level, the Tax Department still consists of 12 departments, offices and equivalent units.
The new apparatus will be operational from July 1, synchronously following the two-level local government organization model.
Also at the conference, the tax authority announced the decision to appoint 34 provincial and municipal tax chiefs.
The Tax Department said that the completion of the tax system with 34 provincial and municipal tax offices and 350 basic tax units is an important milestone, aiming to improve the quality and efficiency of tax agencies at all levels.
Director Mai Xuan Thanh said he was committed to the new apparatus "operating smoothly and stably, serving the people and businesses best". He asked the entire tax sector to immediately get to work, approach the locality and advise provincial and municipal authorities for effective coordination.
Previously, from March 1, the General Department of Taxation (Ministry of Finance) was transformed into the Tax Department, operating under a 3-level model, including 12 central departments, offices and equivalents, 20 regional tax branches and 350 district-level tax teams.
However, according to the Ministry of Finance, the regional tax branch model has created many difficulties in operations and personnel management. For example, after being arranged according to regional or inter-district areas, many civil servants have to travel hundreds of kilometers to work, and the workload of the regional tax agency has increased 3-4 times. Meanwhile, the large management area causes difficulties in operations.
In fact, after implementing the new organizational structure, about 4,500 people from tax agencies at all levels applied for resignation according to Decree 178, equivalent to over 10% of the industry's payroll. Cao Bang, Bac Kan , Yen Bai, Lao Cai, Dien Bien... are localities with over 30% of tax officials applying for resignation.
