Diversify forms of propaganda
Identifying propaganda and support for taxpayers as a key step, contributing to improving the effectiveness of policy implementation and compliance of people and businesses, especially in the context of administrative reform according to the two-level local government model, digital transformation and modernization of the tax system, the provincial Tax sector has diversified propaganda forms suitable for accessing and spreading tax policies to taxpayers. In the first 8 months of 2025, the entire provincial Tax sector has deployed more than 100 propaganda contents in many forms. In addition to coordinating to promote propaganda in print, electronic, radio and television newspapers, the tax authority also promoted the production of instructional videos , infographics posted on Facebook, Zalo, YouTube... attracting hundreds of thousands of people to access. The content focuses on preferential policies, tax exemptions, reductions, and extensions of taxes and land rents; tax registration; finalization of corporate and personal income tax in 2024; automatic personal income tax refunds via the eTax Mobile application; Convert tax codes to personal identification numbers from July 1, 2025.

In particular, the implementation of electronic invoices (E-invoices) generated from cash registers according to Decree No. 70/2025 of the Government regulating invoices and documents has been promoted to business households, in line with the roadmap to eliminate lump-sum tax from 2026. Up to now, 100% of enterprises, households and individuals doing business in the province have used E-invoices and declared and paid taxes via the electronic system. For individuals, there have been more than 140,000 accounts registered on the electronic tax system and more than 45,300 tax finalization declarations submitted online. The whole province has more than 7,600 business establishments registered for E-invoices generated from cash registers, of which more than 4,600 establishments regularly use them with nearly 50.6 million invoices created.
At the same time, the eTax Mobile application continues to expand with more than 272,500 registered accounts. From April 2025, the tax authority will deploy the automatic personal income tax refund process through the electronic tax system and eTax Mobile. To date, the tax authority has received more than 10,400 dossiers, with a refund amount of nearly VND 56 billion. This is a big step forward in reforming administrative procedures, saving time and costs for taxpayers.
Accompanying taxpayers
Not only focusing on technology application, the tax authority always accompanies businesses in the process of fulfilling tax obligations. According to Mr. Nguyen Duc Hoi - Deputy Director of Phu Khanh Railway Joint Stock Company, the company currently manages and operates 283km of main routes from Khanh Hoa to Gia Lai, Dak Lak with more than 730 officers and employees. During the operation, the company also encounters difficulties in fulfilling tax obligations due to constantly changing policies. However, the company always receives enthusiastic support from the tax authority, helping the company to operate with peace of mind and fulfill tax obligations in accordance with regulations.
Similarly, Mr. Tran Ngoc Hao - Deputy Director of Son Thanh Water Supply and Drainage Construction Investment Joint Stock Company, and Director of Son Thanh Clean Water Treatment Plant (Dien Tho commune) said: "Enterprises always receive the support of tax authorities in updating new policies. In addition to training sessions and dialogues, we also receive direct support at the one-stop department, via phone and electronic system. A noteworthy point is that the provincial Tax Department increasingly listens to the opinions of businesses. In the coming time, we hope that the provincial Tax Department will continue to accompany businesses and have in-depth training courses for each industry and field so that businesses can conveniently apply them in practice."
According to Ms. Bui Thi Thanh Nga - Deputy Head of the Department of Professional Affairs, Budgeting, Legal Affairs, and Taxation of Khanh Hoa province, identifying the work of propaganda and support for taxpayers as a key and continuous task, the tax authority regularly organizes training courses, seminars, direct and online dialogues to remove obstacles, receive feedback, and promptly propose amendments to inadequate policies. Thanks to synchronous solutions, the support work is increasingly effective, and the level of satisfaction of taxpayers with the tax authority is increasingly improved.
In the coming time, the provincial Tax Department will continue to innovate and synchronously deploy propaganda and support work for taxpayers in all three aspects: Diversifying support forms, modernizing service technology and specializing content according to tax payer groups. Accordingly, the tax agency will promote propaganda through social network accounts, coordinate with media agencies... so that people, especially in remote areas, can easily access tax policies; expand online support channels, organize training and online dialogues to save time and travel costs for taxpayers; focus on training, improving skills and service attitudes of tax officials. The provincial Tax Department will also strengthen coordination with departments, branches, localities and business associations... to organize large-scale propaganda programs, associated with the socio-economic development goals of the province with the motto "Taking taxpayers as the center of service".
