General Secretary To Lam attended and delivered a speech at the Congress.

In his opening speech, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man stated: Since its establishment, inheriting and promoting the results and experiences of the previous National Assembly Party Committee, together with the orientation, leadership and close direction of the Politburo, the Secretariat, directly and regularly by General Secretary To Lam; guidance and coordination of Party Committees and the Central Party Office; and coordination of Party Committees directly under the Central Committee, the National Assembly Party Committee has promoted the spirit of solidarity, overcome all difficulties, innovated in leadership and direction, well performed the functions of constitution-making, legislation, supreme supervision and decision-making on important issues of the country.

In particular, the Party Committee of the National Assembly has led and directed the completion of a large number of tasks to institutionalize the Party's strategic and historic policies and decisions, creating an important legal basis to serve the requirements of economic, cultural and social development, building the political system, preventing corruption, waste, negativity, strengthening national defense, security and foreign affairs. On September 11, 2025, the Politburo worked with the Standing Committee of the Party Committee of the National Assembly on the preparation for the 1st National Assembly Party Congress and concluded that the preparation process for the Congress and the content of the documents were serious, elaborate, scientific, and in accordance with the regulations and instructions of the Central Committee.

The National Assembly Chairman emphasized that the country's reality is posing urgent issues that need to be resolved, the people are waiting and expecting the Party and State's decisions, requiring the National Assembly to continue to innovate its thinking and working methods. On September 24, the Congress carried out the contents according to the program; in which it discussed and discussed in depth the implementation of political tasks; leadership, direction, lessons learned from the previous term; directions, goals, tasks, solutions and development breakthroughs of the Party Committee in the 2025 - 2030 term.

The National Assembly Chairman affirmed that the important significance of this Congress is: together with the whole Party, shaping strategic and epochal activities, leading the country's development, making the legal system a competitive advantage, a breakthrough of breakthroughs, bringing the country into a new era, an era of national growth.

At the same time, fully, comprehensively and promptly institutionalize the Party's policies and guidelines; ensure the removal of bottlenecks and the release of all resources for development; continue to innovate and improve the quality of the National Assembly's supervision activities and its agencies.

At the same time, ensure democracy, rule of law, modernity, professionalism, science, publicity, transparency, effectiveness and efficiency in the organization and operation of the National Assembly; ensure that the National Assembly is truly the highest state power organ, the highest representative body of the people, the highest representative of the will and aspirations of the people. Some targets to strive for: Regarding targets on implementing political tasks, leading and directing the successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Strive for 100% of laws, ordinances and resolutions issued by the National Assembly and the National Assembly Standing Committee to ensure quality, preventing corruption, negativity and group interests in the law-making process. Strive for 100% of legal documents detailing the assigned contents in laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee to be supervised...

Regarding the Party building work target, strive for no subordinate Party Committee to be classified as "not completing its tasks"; over 80% of grassroots Party organizations to be classified as "fulfilling its tasks well"; over 90% of Party cells and Party members to be classified as "fulfilling its tasks well" or higher.

Four development breakthroughs are identified: Leading the construction and completion of the legal system to pave the way for the country's development.
