With 82.59 points, the Department of Culture, Sports and Tourism is the leading unit in the ranking of "Competitiveness Index at the department, industry and district levels of Son La province" in 2024. This result recognizes the continuous efforts in accompanying businesses, improving service quality, having many good initiatives, bringing practical results in the fields of culture, sports and tourism.

Focus on administrative reform

One of the prerequisites for the Department of Culture, Sports and Tourism (DCT) to improve its competitiveness index is to continuously reform administration. In particular, focusing on improving the responsibility of heads of agencies and units; improving the quality of work of the "one-stop shop, one-stop shop" department of the Department; simplifying administrative procedures according to the plan of the Central and provincial directives. All administrative processes, procedures, sample documents, and forms under the Department's management are publicly posted at agencies and units, on the Department's website [email protected] and at the Provincial Public Administration Service Center.

Mr. Tran Xuan Viet, Deputy Director of the Department of Culture, Sports and Tourism, said: Administrative reform has always been resolutely directed by the Board of Directors of the Department, creating positive changes in professional activities. Before July 1, 2025, the Department implemented 122 provincial-level administrative procedures, 5 district-level administrative procedures, and 7 commune-level administrative procedures. From July 1, implementing the 2-level local government model, the Department of Culture, Sports and Tourism has implemented the instructions of the Central Government and the Ministry, reviewed, revised, and supplemented a new set of administrative procedures, ensuring compliance with the 2-level government model; is one of the Departments that announced the new set of administrative procedures early, ensuring the smooth and effective handling of administrative procedures in the areas under the Department's management. Currently, the Department is implementing 184 administrative procedures, including 175 provincial-level administrative procedures and 9 commune-level administrative procedures.

Regarding administrative reform, the Department of Culture, Sports and Tourism has reviewed and cut 25% of administrative procedures under its authority, the rate of handling administrative procedures before the deadline reached 98.55%. In the first 6 months of the year, the Department advised the Provincial People's Council and People's Committee to propose the drafting of 3 legal documents in the field of management; issued 2 documents; reviewed 2 legal documents to propose replacement or abolition; and amended 4 documents to suit the local economic development situation.

The reception of feedback and recommendations on administrative procedures from individuals, organizations and enterprises continues to be maintained; the phone numbers of the Director and Chief of Office of the Department receiving feedback and recommendations are announced and made public. At the same time, the level 4 online public service for 116 administrative procedures is announced and put into operation.

From December 15, 2024 to June 11, 2025, the one-stop reception and result return department of the Department at the Provincial Public Administration Service Center processed 147 records, of which 143 records were processed ahead of schedule, reaching 97.3%.

Digital transformation in tourism management and business

Identifying that digital transformation in tourism management and business is a lever to improve the DDCI index, the Department of Culture, Sports and Tourism has stepped up the implementation of many solutions to support localities and businesses in digitizing the tourism sector. Through consulting seminars, talks, training sessions, and tourism development connections, it suggests good solutions in managing and developing tourism service businesses.

Business activities are implemented in many forms: direct, online, marketing, product promotion, market expansion research, consulting, customer care, making online purchases, sales, payments... helping businesses save costs, meeting the needs of tourists anytime, anywhere.

Tourism service businesses, hotels, motels, restaurants invest in applying information technology in managing, introducing, and promoting their tourism products. Along with that, innovating the form of providing tourism information through digital platforms: Website, information portal, electronic information page, electronic newspaper, social networks (Zalo, Facebook, tiktok) ... creating many options for tourists.

These are channels that help the company create interactions, online support with customers, learn about the needs and reviews of tourists to improve the quality of services of the tourist area.

Last April, Son La province signed a cooperation agreement with IGB Joint Stock Company to develop the software "Smart Tourism Son La Tour". The software provides digitized data on the province's tourism map, the system of areas, points, landmarks, tourism products, cuisine, entertainment, room booking services, online shopping for local agricultural products, etc.

Along with that, the Department of Culture, Sports and Tourism focuses on building a management system, digitizing data of tourist areas and spots recognized by the Provincial People's Committee; community tourism villages; cultural heritages, relics, festivals; ethnic sports, folk games. Researching smart applications in managing and organizing physical education and sports activities...

The Department actively supports and promotes businesses to create competition in many forms, deploys database software to serve the organization of online competitions, such as: Composing tourism slogans; designing tours and tourism explanations; composing tourism video clips, beautiful tourism photos; voting for tourism products and brands for people and tourists to participate in evaluation... Organizing tourism competitions online, attracting a large number of organizations, businesses, individuals and tourists to participate, creating a healthy competitive environment, promoting sustainable development, and diversifying tourism products.

Mr. Tran Xuan Viet, Deputy Director of the Department of Culture, Sports and Tourism, added: The Department is continuing to mobilize the participation of strategic investors and large corporations, especially in implementing digital marketing, developing new products, designing e-commerce platforms... In addition, businesses are proactively seizing opportunities, increasing the application of digital transformation in promotion, service business, and attracting customers.

Administrative reform associated with digital transformation has helped the Culture, Sports and Tourism sector to continuously improve, enhance competitiveness index, and accompany businesses to develop, especially in the tourism sector. With synchronous implementation solutions, Son La tourism has achieved many successes in recent years, Moc Chau National Tourist Area has been recognized as a basis to attract investors to develop tourism products and services in the area. Son La has become an attractive destination on the Northwest tourism arc, the number of tourists to Son La has increased. In the first 6 months of the year alone, the total number of tourists to Son La is estimated at over 2.9 million, with revenue of over 3,422 billion VND.
