Nghe An recovers more than 10 billion VND wrongly spent on seconded teachers

On the afternoon of January 4, the People's Committee of Nghe An province held a press conference on the socio-economic, defense and security situation in 2023.

At this press conference, answering questions from press agencies about 281 seconded teachers being paid an allowance that was not in accordance with regulations with an amount of more than 10 billion VND, Mr. Bui Dinh Long, Vice Chairman of Nghe An Provincial People's Committee, said that the payment was incorrect and must be recovered according to State regulations.

Mr. Bui Dinh Long, Vice Chairman of Nghe An Provincial People's Committee spoke at the press conference.

“ Based on the Inspectorate’s conclusion, anything that is not paid according to regulations must be recovered. As for whether or not to second, there must be a plan. Those who do not teach or do not stand in class will not receive allowances, ” the Vice Chairman of Nghe An Provincial People’s Committee affirmed.

Mr. Nguyen Viet Hung, Director of the Department of Home Affairs of Nghe An province, said that according to the conclusion of the Nghe An Provincial Inspectorate, in the past 2 years, the Departments of Education and Training of districts and towns have contributed to completing the common work of the education sector. However, the payment of money to these teachers is not in accordance with regulations because they do not teach or stand in class.

According to Mr. Hung, the transfer of teachers to the Department of Education and Training is in accordance with regulations, but it is necessary to ensure professional teaching and the correct number of prescribed periods.

Previously, as reported, since 2012, in order to arrange enough civil servants for the Departments of Education and Training, the People's Committee of Nghe An province has implemented the policy of seconding cadres and teachers from schools to take on general work.

Those who were seconded at that time were mostly principals or vice principals from schools, carefully selected to assist the Department of Education and Training. This was considered a reform to find talented people to work at the Department of Education and Training at that time.

To pay for this team of seconded teachers, districts and towns have for many years followed the instructions in Official Dispatch No. 6612 dated September 24, 2012 of the People's Committee of Nghe An province.

In 2018, the Nghe An Department of Finance issued a document stating that the payment of this preferential allowance was not in accordance with regulations. At the same time, it recommended that the Nghe An Provincial People's Committee direct the People's Committees at the district and town levels to stop paying preferential allowances and seniority allowances to teachers who were transferred or seconded to work at the Departments of Education and Training.

Teachers seconded to the Department of Education and Training are all Principals and Vice Principals of schools in the area.

However, after that, most districts and towns in Nghe An continued to pay preferential allowances to officials seconded to the Department of Education and Training.

On January 12, 2023, the People's Committee of Nghe An province issued a document on inspection and handling of violations in the assignment and enjoyment of allowances for seconded teachers.

Through review, the total number of seconded teachers receiving allowances in 2 years (2021 - 2022) in 19 districts and towns is 281 people. The total amount of allowances paid in violation of regulations in 2 years is more than 10 billion VND.
