The resolution contributes to improving the quality of the population in the new situation.

Over the past period, Quang Tri province has actively implemented a comprehensive range of solutions to carry out Resolution No. 45/2020/NQ-HĐND, dated July 23, 2020, of the Provincial People's Council on population and development work for the period 2021-2025 and a vision to 2030. As a result, local population activities have continued to be maintained, and the province's support policies have basically met the requirements of population work in the new situation.

Immediately after the issuance of Resolution No. 45/2020/NQ-HĐND, the Department of Health advised the Provincial People's Committee to issue a plan for implementing the resolution, the Vietnam Population Strategy to 2030, and programs and projects on population work in the new situation according to the Government 's decisions.

Integrate population and development targets and indicators into the annual socio-economic development targets of the locality. Direct the district health center to coordinate with relevant departments, organizations, and the People's Committees of communes, wards, and towns to comprehensively implement population activities across all areas, including population size, structure, and quality improvement.

Based on that, districts, towns, and cities have issued plans to implement the resolution at the local level. The health and population sector has intensified the dissemination and promotion of Resolution 45/2020/NQ-HĐND through various forms, such as: coordinating with the Provincial Party Committee's Propaganda Department to organize conferences for speakers to provide the Party and State's guidelines and policies; and the local population and development policies to speakers at the provincial and district levels.

Organize training sessions to disseminate and thoroughly explain the objectives and support policies of the resolution, as well as the planning methods, objectives, targets, and implementation solutions of the resolution, in accordance with the local population work situation, for provincial population officials, district and commune population officials, and population collaborators in villages, hamlets, and residential clusters.

Proactively integrate the resolution's contents into specialized conferences providing information on programs and projects related to population work in the new context for district and commune-level population and development steering committees; Party branch secretaries, village/neighborhood committees, and relevant departments and organizations in villages and neighborhoods.

After more than four years of implementing Resolution No. 45/2020/NQ-HĐND of the Provincial People's Council, it has had a positive impact on population and development work in the province and achieved significant results. Many population and family planning indicators in the province have met and exceeded the plan, such as: the total fertility rate decreased from 2.43 children in 2020 to 2.31 children in 2024.

The crude birth rate decreased from 13.84‰ in 2020 to 12.83‰ in 2024. The rate of having a third child or more decreased from 23.2% in 2020 to 21.5% in 2024. The percentage of couples using contraception increased from 67.4% in 2020 to 74.1% in 2024. The natural population growth rate stabilized at below 0.9%.

The sex ratio at birth decreased from 112 boys per 100 girls in 2020 to 110.4 boys per 100 girls in 2024. The proportion of pregnant mothers screened increased from 25.5% in 2020 to 50.6% in 2024. The proportion of newborns screened increased from 13.7% in 2020 to 52.8% in 2024.

Furthermore, the proportion of young men and women receiving pre-marital counseling and health check-ups, and the proportion of elderly people (60 years and older) receiving at least one annual health check-up, have all increased. Thanks to the support policies of Resolution No. 45/2020/NQ-HĐND, the team of population collaborators has experienced less turnover compared to the 2016-2020 period and basically meets the requirements and tasks of population work in the new situation.

Thanks to the support from the resolution, many community-based communication intervention models continue to be maintained, expanded, and improved in quality by localities, such as: models for counseling and providing population and family planning services to young people and adolescents; improving the quality of the population for ethnic minorities and reducing child marriage and consanguineous marriage; villages and neighborhoods without people having a third child or more; "Elderly helping the elderly" clubs; improving the quality of the population for ethnic minorities in 31 communes in ethnic minority areas of Gio Linh, Vinh Linh, Dakrong, and Huong Hoa districts...

In particular, from 2021 to the present, nearly 100 villages and neighborhoods have launched initiatives to build this model; 3 villages/neighborhoods have maintained this model for 3 consecutive years and 1 village for 5 consecutive years without anyone having a third child or more, and have been commended by the Provincial People's Committee. Using funds from the Provincial People's Committee, these villages/neighborhoods have repaired public welfare facilities and purchased equipment to serve the community as prescribed.

The timely support policy for population and family planning services has enabled localities to proactively maintain implementation, creating favorable conditions for poor people, especially ethnic minorities, to easily access family planning services, making a significant contribution to achieving the local birth rate reduction goals.

With the remarkable achievements of the province's population and development work in recent years, Resolution 45/2020/NQ-HĐND brings fairness to the people in accessing services to improve the quality of the population, in line with the aspirations of the people, especially those in poor and near-poor households and those receiving social assistance. This contributes to the effective implementation of population and family planning targets and promotes socio-economic development in the locality.
