However, when the merger is implemented, people will have to change many types of documents. Therefore, we hope that all levels and sectors will create the best conditions for people when they come to change related documents.”

According to Mr. Le Van Tri, Secretary of the Party Branch of Thu Bon Tay village (Duy Tan commune), recognizing that the implementation of the administrative unit merger will affect the psychology and ideology of the people in the commune in general and Thu Bon Tay in particular, the unit has focused on disseminating information about the administrative unit reorganization plan for the 2023-2025 period through various forms such as: people's meetings in solidarity groups, on the public address system, at conferences, and voter outreach meetings… to help people understand the meaning and purpose of the administrative unit merger.

In addition, the core team of officials in the villages promptly grasped information and public opinion to advise the local Party committee and government on resolving issues arising during implementation, contributing to creating consensus.

Mr. Tri said that Thu Bon Tay village has a natural area of ​​182 hectares, with 361 households and 1,394 inhabitants. To ensure the effectiveness of the voter consultation, the Party Committee, the People's Committee of the village, and the Front Committee of the village focused on disseminating information about the meaning and content of the consultation, as well as the rights and obligations of voters. The Duy Tan Commune People's Council delegation also included this content in their voter outreach meetings and clearly explained the purpose of the merger and the consultation.

Furthermore, Thu Bon Tay village clearly assigned tasks to each member of the opinion-gathering team; they allocated areas and the number of voter households, and directly went to each house to distribute ballots and guide voters in providing complete feedback on the issues. As a result, 100% of voters in Thu Bon Tay village agreed with the proposed administrative unit rearrangement plan.

Mr. Phan Dinh Son, Secretary of the Duy Thu Commune Party Committee, stated that the merger of the two communes, Duy Tan and Duy Thu, into a new Duy Tan commune is appropriate and meets the standards of an administrative unit. It should be added that, historically, Duy Thu commune was separated from Duy Tan commune in 1986. Furthermore, the two communes share similar cultural elements, customs, and beliefs.

On the other hand, Duy Thu commune is located to the west of Duy Xuyen district, on the southern bank of the Thu Bon River and adjacent to Duy Tan commune. The main transportation route from the Duy Xuyen administrative center (Highway 10) passes through both Duy Thu and Duy Tan communes. Therefore, adjusting the entire area and population of Duy Thu commune to merge with Duy Tan commune to form a new commune would create extremely favorable conditions for managing administrative boundaries, transportation, and resolving administrative procedures for the people.

"The Duy Thu Commune Party Committee has concretized and issued leadership and guidance documents for implementation. All directives from the central, provincial, and district levels have been fully posted on the commune's electronic information portal. Effective propaganda and mobilization efforts have been carried out through various forms suitable to the local reality, contributing to consensus among cadres, civil servants, Party members, Youth Union members, and the people. As a result, the opinion poll showed that 98.53% of voters approved," Mr. Son informed.

Urgently streamline the organizational structure.

Mr. Nguyen Cong Dung, Secretary of the Duy Xuyen District Party Committee, believes that the reorganization of administrative units is a completely correct policy, creating positive social changes, maximizing resources and development potential. At the same time, it streamlines the apparatus, improves the performance of officials and civil servants, and facilitates socio-economic development.

According to Mr. Dung, Resolution No. 1241 of the National Assembly Standing Committee, effective from January 1, 2025, places a very large workload on the locality. Therefore, Party committees, Party organizations, the government, the Fatherland Front, and political and social organizations in the district must strengthen propaganda work. At the same time, they must promptly grasp and reflect the ideological situation and public opinion of cadres, Party members, civil servants, and non-professional workers. They must focus on consolidating the organizational structure and arranging personnel in conjunction with implementing Directive No. 35 of the Politburo on the Party Congresses at all levels for the 2025-2030 term.

Mr. Dung noted that the placement of leaders and civil servants in the new administrative units prioritizes selecting comrades with full moral character, work capacity, and age requirements to prepare personnel for the upcoming Party Congress. In particular, the district also focuses on resolving policies and benefits for officials and civil servants subject to downsizing, retired workers, and those retiring early, ensuring strict adherence to regulations.

Mr. Dung said: “Relevant sectors must create all favorable conditions for people, organizations, and businesses to conduct transactions and convert various types of documents in the new administrative unit according to their authority. On the other hand, Party committees, the Fatherland Front, and political and social organizations at the district level should strengthen monitoring, guidance, inspection, and supervision of each stage and step of the tasks outlined in Resolution No. 1241 of the Standing Committee of the National Assembly...”

The Standing Committee and the Executive Committee of the Duy Tan Commune Party Committee must be responsible for effectively carrying out ideological work, motivating cadres and the people to promote the spirit of unity, strive to achieve outstanding results to celebrate major events in 2025, especially the Party Congresses at all levels, leading up to the 14th National Party Congress…”.

According to Mr. Nguyen Thanh Son, Vice Chairman of the Duy Xuyen District People's Council, in accordance with Resolution No. 1241 of the National Assembly Standing Committee, Duy Xuyen district merged the entire natural area of ​​12.92 ^km² and a population of 5,313 people of Duy Thu commune into Duy Tan commune. After the merger, Duy Tan commune has a natural area of ​​21.56 ^km² and a population of 11,658 people. Following the reorganization, Duy Xuyen district has a total of 13 administrative units at the commune level, including 12 communes and 1 town.
