Specifically, merge the entire natural area and population of Duy Thu commune with an area of 12.90 m2 and a population of 5,221 people and Duy Tan commune with an area of 8.64 km2 and a population of 6,413 people into a new commune named Duy Tan commune with an area of 21.54 km2 and a population of 11,634 people.
In order to get good results in collecting voters' opinions, the People's Committees of communes have stepped up propaganda work by posting all directives and implementation documents of the district and commune on the commune's electronic information page; at the same time, organizing propaganda on the commune's radio system and village cultural houses about the plan for the Project on implementing the arrangement of administrative units, about posting the voter list, about documents for collecting voters' opinions, until the day of organizing the collection of opinions.

In addition, the units also propagated through social networking platforms such as Zalo and Facebook; organized the posting of voter lists at the Commune People's Committee and village cultural houses; established a team to collect opinions on the arrangement of commune-level administrative units in Duy Xuyen district in the period of 2023-2025 for villages with 6-8 members, including the Party Cell Secretary and Village Chief as Team Leader, Village Front Working Committee, Head and Deputy Head of the Front - Mass Organizations in the commune; Heads of mass organizations in the village.
The results of the voter survey in Duy Thu commune showed that 3,284 voters were surveyed (accounting for 100% of the total number of voters), 3,236 voters agreed to merge Duy Thu and Duy Tan communes into Duy Tan commune (accounting for 98.53%); 48 voters did not agree to the merger (accounting for 1.47%).
As a result of the voter survey in Duy Tan commune, 4,211 voters were surveyed (99.93% of the total number of voters), of which 4,203 voters agreed to the merger (99.74%), and 8 voters disagreed (0.19%).
