For nearly 20 years, Mr. Chau Siem, residing in Mang Ro hamlet, An Cu commune, has become a familiar figure to the Khmer people whenever there are new policies or initiatives. He not only explains them to the people but also helps them understand and follow them, using a friendly and easy-to-understand approach.

One weekend afternoon, after attending an information conference for influential figures among ethnic minorities organized by the Department of Ethnic Minorities and Religion, Mr. Chau Siem visited the home of Mrs. Neang Soc Kun, who lived in the same Mang Ro hamlet. Sitting on the porch, Mr. Siem spoke at length about everything from maintaining security and order, practicing civilized customs in weddings and funerals, to mobilizing people to participate in building new rural areas. For those who were not fluent in Vietnamese, he switched to Khmer to explain everything in detail.

This has been Mr. Siem's ​​familiar job for nearly 20 years. He is known by the locals as "the policy talker." "Mr. Siem speaks very clearly and is very dedicated. People trust and follow his explanations, which has helped maintain security and order in the area over the past few years, allowing people to focus on production," said Ms. Neàng Sóc Kun.

In his house, a small corner is reserved for storing newspapers. Many copies of the Ethnic and Development Newspaper and the An Giang Newspaper are neatly arranged. After reading them, he takes them with him on his propaganda trips. From this source of information, he contributed to changing the perceptions of the people in the hamlet. Outdated customs in weddings and funerals were gradually eliminated. People became more interested in doing business and developing the economy ; their awareness of complying with the law increased. "Thanks to participating in conferences and reading newspapers, I understand the Party's guidelines, the State's policies and laws better. When I understand them well, people will listen, believe, and follow," Mr. Chau Siem said.

With the motto "actions speak louder than words," Mr. Chau Siem has made many contributions to the overall development of the hamlet and commune over the years. In building new rural areas and civilized urban areas, Mr. Siem, along with the local government, went to each household to encourage people to donate land and contribute labor to road construction. Initially, many were hesitant, but when they saw him lead by example and his commitment to matching words with actions, the people gradually agreed. "At first, people were still worried, but thanks to Mr. Siem's ​​persistent efforts, clear explanations, and exemplary behavior, everyone understood and voluntarily participated. As a result, the roads in the hamlet are now much more convenient to travel on than before," said Mr. Chau Khchon, a resident of Mang Ro hamlet.

Today's concrete roads and modern houses gradually replacing the thatched roofs of the past are clear evidence of the changes in Mang Ro hamlet. In this transformation, the contributions of people like Mr. Chau Siem, who "instills confidence" through his reputation and dedication, have been significant. Mr. Nguyen Duy Phong, Chairman of the People's Committee of An Cu commune, commented: "Mr. Chau Siem is a model of prestige, always responsible, close to the people, and effectively plays the role of a 'bridge' between the Party committee, the government, and the people. His concrete and practical actions contribute to bringing policies into life and creating consensus among the Khmer people in the locality."
