Japan supports Vietnam's reform process.

On the afternoon of August 7th, General Secretary To Lam received Ms. Obuchi Yuko, Member of the House of Representatives of the Japanese Parliament and Chairwoman of the Japan-Vietnam Parliamentary Friendship Alliance, on the occasion of Ms. Obuchi and the delegation of the Japan-Vietnam Parliamentary Friendship Alliance visiting Vietnam.

Further strengthen Vietnam-Japan cooperation.

General Secretary To Lam affirmed that the visit was of great significance, making a positive contribution to further deepening the comprehensive strategic partnership between Vietnam and Japan.

Assessing the rich and meaningful program of activities of the Parliamentary Union delegation during this visit to Vietnam, including participation in the investment promotion event in Can Tho City, the General Secretary expressed confidence that this visit of the Parliamentary Union delegation to Vietnam will contribute to promoting cooperation between the two countries in the fields of agricultural cooperation and climate change response in the Mekong Delta region.

Ms. Obuchi affirmed that she will inherit the tradition and continue as the next generation of the Japan-Vietnam Parliamentary Friendship Alliance, dedicating herself and contributing to Vietnam-Japan relations as directed by the General Secretary .

Ms. Obuchi affirmed Japan's support for Vietnam's reform process and expressed her desire to work alongside Vietnam in achieving development goals in the new era.

Ms. Obuchi also emphasized the importance of further strengthening cooperation between Vietnam and Japan in many fields, not only politics, economics, trade, and investment, but also defense, security, and people-to-people exchanges, especially in the context of the new global situation; affirming that they will closely coordinate and jointly promote the Vietnam-Japan Comprehensive Strategic Partnership to enter a new phase of development.

Encourage Japanese businesses to participate in strategic, key projects.

General Secretary To Lam affirmed that Vietnam consistently pursues an independent, self-reliant, peaceful, cooperative, and developmental foreign policy, multilateralizing and diversifying its relations with partners to increasingly deepen and enhance their effectiveness. In particular, Vietnam consistently considers Japan as one of its top and long-term strategic partners, accompanying it in the new era.

The General Secretary requested the Japan-Vietnam Parliamentary Friendship Alliance to support strengthening high-level delegation exchanges, promoting cooperation in security and defense, enhancing connectivity between the two economies, encouraging Japanese businesses to actively participate in strategic and key infrastructure projects, new energy projects that symbolize Vietnam-Japan cooperation, promoting cooperation in science, technology, innovation, and training high-quality human resources, further deepening local cooperation and cultural exchanges, etc.; and to pay attention to supporting and creating favorable conditions for the community of over 600,000 Vietnamese people in Japan.

On the same day, National Assembly Chairman Tran Thanh Man also received the Chairman of the Japan-Vietnam Parliamentary Friendship Alliance.

Continue to innovate and be creative in advising the Politburo and the Secretariat.

On the same day, in Hanoi, the Party Committee of the Central Party Office held its delegate congress for the 2025-2030 term. General Secretary To Lam attended the congress.

Attending the congress were: former General Secretary Nong Duc Manh; Standing Member of the Secretariat Tran Cam Tu; former Standing Member of the Secretariat Tran Quoc Vuong; Head of the Central Organization Department Le Minh Hung; Chairman of the Central Inspection Committee Nguyen Duy Ngoc; Chief of the Central Party Office Le Hoai Trung; and leaders and former leaders of central departments and agencies. The congress was attended by 201 delegates representing 1,208 party members in the Party Committee.

Delivering a keynote address at the congress, Standing Committee member of the Party Central Committee Tran Cam Tu commended the comprehensive achievements of the Party Committee of the Party Central Committee Office during the past term. During the term, the Party Central Committee Office chaired and coordinated the organization of 24 Central Committee conferences, 214 Politburo meetings, and 120 Secretariat meetings; provided meticulous support for working sessions of the Politburo and Secretariat with central and local departments, ministries, and agencies; and facilitated visits and working trips of Party leaders both domestically and internationally. In addition, it continued to effectively fulfill its role as the standing agency of the Organizing Subcommittee for the 14th Party Congress, and as the Standing Committee for implementing Resolution No. 57 of the Politburo on the development of science, technology, innovation, and digital transformation…

Regarding the tasks for the next term, Mr. Tran Cam Tu suggested that the Party Committee of the Central Party Office continue to thoroughly understand, lead, and effectively implement the directives and orientations of General Secretary To Lam to the Central Party Office. Continue to innovate and be creative in advising the Politburo, the Secretariat, key leaders, and in leading and directing major national affairs, promptly resolving unexpected and emerging issues. Coordinate closely with leading agencies to regularly monitor the implementation of resolutions, directives, conclusions, and instructions of the Central Committee, the Politburo, and the Secretariat; proactively propose to the Politburo and the Secretariat to direct the immediate rectification and overcoming of existing shortcomings and limitations.

The Congress elected the Executive Committee of the Party Committee of the Central Office for the 2025-2030 term, consisting of 25 members. At the first meeting held at noon the same day, the Executive Committee of the Party Committee of the Central Office for the 2025-2030 term elected a Standing Committee of 8 members. Ms. Lam Thi Phuong Thanh, Member of the Central Committee of the Party, Member of the Standing Committee of the Party Committee of the Central Party Agencies, and Deputy Head of the Permanent Office of the Central Party Committee, was elected as the Secretary of the Party Committee.

General Secretary To Lam and his wife will soon pay a state visit to South Korea.

On August 7th, the Ministry of Foreign Affairs issued a statement announcing that, at the invitation of South Korean President Lee Jae Myung and his wife, General Secretary To Lam and his wife, along with a high-level Vietnamese delegation, will pay a state visit to South Korea from August 10th to 13th.

Vietnam and South Korea established diplomatic relations on December 22, 1992. In December 2022, the two countries established a framework for a Comprehensive Strategic Partnership. Politically, both sides maintain good relations through all channels: Party, Government, and Parliament. High-level exchanges continue to be maintained through various flexible forms, thereby constantly strengthening political trust.

South Korea continues to be Vietnam's number one investment partner; number two source of tourists; number two provider of ODA; number three trading partner; and number three source of labor. In 2024, bilateral trade reached US$81.5 billion, an increase of 7.3% compared to the previous year. Of this, Vietnam's exports to South Korea reached US$25.6 billion, an increase of 9.1%; imports from South Korea reached US$55.9 billion, an increase of 6.5%; and the trade deficit with South Korea was US$30.3 billion.

Bilateral cooperation mechanisms continue to be maintained, such as the Deputy Prime Minister-level Economic Dialogue, the Vietnam-Korea Intergovernmental Committee on Economic and Scientific and Technical Cooperation, and the Ministerial-level Joint Committee on Cooperation in the fields of nuclear power, energy, and industry. Both sides are coordinating the implementation of the "Action Plan to achieve the target of US$150 billion in trade turnover in a more balanced manner by 2030".
