Promoting strong development of the marine economy .
Resolution No. 09 of the Politburo on the construction and development of Khanh Hoa province until 2030, with a vision to 2045, and the action programs of the Government and the Provincial Party Committee to implement Resolution No. 09 all affirm the goal of strongly developing the marine economy in the direction of: "Aquaculture, exploitation, and processing of seafood, especially high-tech, environmentally friendly marine aquaculture." To realize this goal, Resolution No. 55 of the National Assembly on piloting some specific mechanisms and policies for the development of Khanh Hoa province has allowed the province to apply some specific mechanisms and policies to develop aquaculture within the sea area under its management. In addition, the pilot project on high-tech marine aquaculture in Khanh Hoa, approved by the Prime Minister, is being effectively implemented by the province. These are important driving forces promoting the province's high-tech offshore marine aquaculture industry, making it a model for marine aquaculture nationwide.

According to Mr. Le Dinh Khiem, Head of the Fisheries and Marine Affairs Department, Resolution No. 55 of the National Assembly includes specific provisions allowing the province to apply various incentives such as exemptions and reductions in fees for the use of sea areas and corporate income tax for local marine aquaculture activities. In addition, it allows the Provincial People's Council, within the limits of the local budget, to decide on financial support for purchasing accident insurance for workers on aquaculture cages and on vessels serving marine aquaculture activities, and financial support for purchasing natural disaster risk insurance for marine-farmed aquatic species. These specific mechanisms and policies open up great opportunities for the development of high-tech marine aquaculture in the province.
Financial assistance for purchasing accident insurance.
To concretize this mechanism and policy, the Provincial People's Council recently issued a resolution stipulating a policy to support the cost of purchasing accident insurance for workers on aquaculture cages and on vessels serving aquaculture activities at sea in the province. Accordingly, aquaculture facilities operating on sea cages, if meeting the prescribed conditions, will receive a one-time support of 100% of the cost of purchasing accident insurance for workers on the cages, with a maximum of 400,000 VND/worker/year. The support is limited to 4 workers for individual marine aquaculture (household scale) and 10 workers for organizations engaged in marine aquaculture. For insurance support for workers on vessels serving marine aquaculture activities, support is provided for 2 workers for vessels with a length of less than 12m; and 3 workers for vessels with a length from 12m to less than 15m. Four workers are allocated for vessels with a maximum length of 15m to under 24m, and six workers for vessels with a length of 24m or more. The support period extends until the end of July 2027.
Offshore cage aquaculture facilities are eligible for financial support to purchase accident insurance for workers on cages and on vessels used in aquaculture operations, provided they meet the following conditions:
- New materials (HDPE, FRP, etc.) must be used for the cages.
- Possess a certificate confirming the operation of cage aquaculture in accordance with regulations.
- The vessels must be owned by the aquaculture facilities; serve the intended purpose of marine aquaculture; be registered according to regulations; be licensed to operate by the competent authority; and meet technical safety requirements (with valid inspection certificate).
Upon receiving this information, Mr. Vo Lam Dong, Director of the Hon Noi High-Tech Marine Aquaculture Cooperative in Cam Lam commune, said: “Currently, all seven members of our cooperative are engaged in marine aquaculture in the Hon Noi area, 6 nautical miles from the shore, where there are large waves, strong currents, and a high risk of natural disasters. For example, in the 2025 farming season, one of our fishing vessels was sunk by waves. The policy of providing accident insurance for workers on cages and vessels used in marine aquaculture helps us feel more secure while working and living at sea. This is an effective social welfare policy to support and encourage people to boldly invest in high-tech offshore marine aquaculture.”
Given the current climate change and natural disasters, in addition to insurance support policies for workers, marine farmers also urgently need the State to provide further financial support for purchasing disaster risk insurance for their farmed aquatic products to feel more secure about their assets when investing in offshore aquaculture. However, insurance companies are still developing insurance premium rates for farmed aquatic products (lobster, marine fish, mollusks, seaweed, etc.), so the Provincial People's Committee cannot yet propose to the Provincial People's Council to issue a policy supporting the cost of purchasing disaster risk insurance for farmed aquatic products.
