Notably, in the investment sector, realized investment capital from the state budget managed by the locality reached an estimated VND 634.8 billion, an increase of 21.4% compared to the same period last year. Of this, investment capital managed at the provincial level amounted to VND 417.4 billion, accounting for 65.8% of the total and increasing by 30.8%; investment capital managed at the district level amounted to VND 212.7 billion, accounting for 33.5% and increasing by 4.8% compared to the same period last year. The proportion of investment capital from the state budget managed by the locality in the first four months of the year compared to the 2024 plan reached 20.2%, the highest level in the years 2020-2024. This result was achieved thanks to the province's focused direction in accelerating the progress of key projects and works; specialized project management boards and investors actively worked to complete investment procedures; The province directed the timely resolution of difficulties and obstacles, especially regarding compensation and land clearance.

In the fields of trade, services, and tourism, the province continues to be the driving force behind its economic growth. The abundant, diverse, and varied goods circulating in the market meet the needs and tastes of the population, contributing to increased purchasing power, primarily in certain groups of goods and services serving essential consumer needs. Total retail sales of goods and consumer service revenue reached VND 13,806.8 billion, an increase of 13.4% compared to the same period last year. By sector, retail sales of goods are estimated at VND 10,544.2 billion, accounting for 76.4% and increasing by 13%; revenue from accommodation and food services is estimated at VND 2,080.5 billion, accounting for 15.1% and increasing by 15.6%; and revenue from travel and tourism is estimated at VND 5.3 billion, accounting for 0.04% and increasing by 15.4%. Revenue from other services is estimated at VND 1,176.8 billion, accounting for 8.5% and increasing by 13.2% compared to the same period last year.
Industrial production maintained growth, with the Industrial Production Index (IIP) increasing by 11.58% year-on-year. Local government revenue reached VND 1,623.2 billion, achieving 40.6% of the provincial People's Council's projected target and increasing by 31.7% year-on-year. Efforts to address business difficulties were prioritized, including the organization of a Q1/2024 Business Meeting. Successful activities and events commemorating the 32nd anniversary of the province's re-establishment; the provincial planning announcement and investment promotion conference; the 49th anniversary of the liberation of Ninh Thuan province; and the liberation of the South and national reunification were organized, demonstrating meaningful and practical support from the people. Social welfare policies continued to be prioritized and fully implemented; disease prevention and control efforts were strengthened; and food safety and hygiene were ensured. Security, political stability, order, and social safety have been maintained.
Building on the achievements, the province will continue to closely monitor and decisively and effectively implement the goals and tasks of the resolutions of the Government, the Provincial Party Committee, and the Provincial People's Council, as well as the main tasks and solutions for implementing the socio-economic development plan and the state budget estimate for 2024, determined to complete the political tasks of 2024 with the highest possible results.
Accordingly, focus on directing and promoting summer-autumn crop production in conjunction with effectively implementing crop restructuring and developing large-scale farming areas; effectively implementing the Plan for responding to drought, water shortage, saltwater intrusion, and the El Nino phenomenon; strengthening forest fire prevention and control and forest protection. Focus on effectively implementing the National Target Program on building new rural areas in 2024.

Directing the organization of end-of-year exams for the 2023-2024 school year at all levels, and preparing well for the 2024 high school graduation exam. Proactively monitoring and actively preventing and controlling outbreaks of infectious diseases during the summer; implementing the centralized procurement of medicines through bidding in 2024; strengthening inspection, examination, and post-inspection work on food safety and hygiene. Promoting administrative reform associated with improving the capacity and efficiency of the government apparatus at all levels, and implementing synchronized solutions to improve provincial-level evaluation indicators.
