The Gia Nghia Airport Commercial Service Area Project is implemented on an area of 44.68 hectares in Nghia Thanh Ward, Gia Nghia City. Of which, the area to be recovered for project implementation is 32.34 hectares.
In 2011 - 2012, Gia Nghia City People's Committee issued decisions to reclaim land from 75 households on an area of 12.23 hectares and 1 organization with an area of 0.83 hectares. The total cost of site clearance was 32.51 billion VND and 18 households were resettled.

The remaining area does not have funding and resettlement land to serve the land acquisition work. Many households believe that the resettlement locations are not commensurate with the clearance locations, so they do not cooperate in the investigation, survey, measurement, and counting to prepare compensation and site clearance records.
At the end of 2017, the Department of Planning and Investment of Dak Nong province issued a decision to terminate the operation of this project. In 2018, the project was included in the list of projects calling for and attracting investment (with the name Nghia Thanh New Urban Area) and was approved by the Dak Nong Provincial People's Council for land acquisition at the end of 2018.
During the implementation process, the project encountered many difficulties and was removed from the land acquisition list of Dak Nong Provincial People's Council at the end of 2022.
Gia Nghia City People's Committee believes that if the project continues to be implemented, the old name and the issued land recovery decisions cannot be applied.
Therefore, the city proposed that the Dak Nong Provincial People's Committee direct departments and branches to advise on canceling land reclamation decisions. However, up to now, the settlement is still at a standstill.

Similarly, the 24-hectare resettlement project in Nghia Trung Ward, Gia Nghia City also faced a lack of funds for land acquisition. In 2012, the Gia Nghia City People's Committee issued 142 decisions to acquire 11.54 hectares of land from people in the project area.
The total cost of land acquisition for 142 households was VND26.3 billion, and 38 households were eligible for resettlement. However, 12 years after the decision to acquire land was issued, the State agency has yet to pay the costs and benefits to the people because there is not enough budget.
In addition to the above projects, many other projects in the land acquisition list in Gia Nghia City in particular and Dak Nong province in general are also facing similar situations.
In Gia Nghia City, Dak Nong Provincial People's Council has reviewed and determined that there are 5 projects that have not been allocated or do not have enough funds to carry out land acquisition work.
These projects include: Lieng Nung Waterfall Eco- tourism Area; West Bank Road of Central Lake; Relocation of Doi Su Cemetery; Infrastructure of Thien Nga Lake Park; Relocation and resettlement for 212 households in the center of Gia Nghia City.

Some other major projects of the province such as: Dak R'lap District Domestic Waste Treatment Project, Dak Gang Lake Project and resettlement area (Dak Mil District... also face similar situations due to lack of funding. Many projects invested by the district level have been overdue for 3 years but have not been implemented due to unbalanced capital sources.
According to the Dak Nong Provincial People's Council, the work of reviewing and appraising the list of land acquisition projects from 2020 and earlier has not been strictly implemented.
Many projects have not been allocated capital during the year but are still being compiled and included in the land acquisition list. In addition, project implementation resources are allocated later than planned, causing many projects to be unable to complete land procedures in time.
