Located in the southwestern part of Lang Son province, Bac Son district has a total natural area of nearly 70,000 hectares, comprising 17 communes and 1 town. Over the years, the Bac Son district government has implemented and issued directives and guidelines to encourage communes and towns to effectively implement land policies and laws. They have also intensified efforts to disseminate land laws to organizations, individuals, and communities throughout the district.
The adjusted land use plan until 2030 and the 2023 land use plan have been prepared and submitted to the Provincial People's Committee for approval; efforts are currently focused on completing the 2024 land use plan. Based on the approved land use plan and scheme, the district has organized land allocation, land leasing, and land use conversion for organizations, households, and individuals, ensuring compliance with proper procedures.
In 2023, the 2022 land statistics were completed, ensuring quality and timeliness as stipulated. Land was allocated to 15 households and individuals; 36 communities built community centers. Land use was changed from agricultural land to residential land for nearly 240 cases. More than 420 land use right certificates, house ownership certificates, and certificates of ownership of other assets attached to land were issued for the first time to households and individuals for nearly 610 land parcels.
Land acquisition, compensation, support, and resettlement work continued to receive attention. Emphasis was placed on effectively carrying out propaganda and mobilization efforts to gain the consensus of those whose land was acquired. During the year, nearly 3,400 square meters of land belonging to 324 households and individuals were acquired.

Projects involving land allocation, land leasing, or land-use conversion are reviewed and assessed based on their conformity with land use planning and plans, especially for rice paddy land, protective forests, and special-use forests.
In addition, efforts have been intensified to register land parcels for the first time that are currently managed and used by households and individuals. 27,634 land parcels have been registered, achieving 105% of the planned target.
Reviewing land plots eligible for land use rights auction, the District People's Committee is requesting approval to auction the land use rights for the former Vu Lam Market area, covering 1,657.8 m² in Vu Lam village, Vu Le commune. Currently, the District People's Committee is developing an auction plan and carrying out the necessary procedures to organize the auction in accordance with regulations.
Inspection and monitoring of compliance with land law regulations and handling of land law violations are carried out regularly. Annually, the District People's Committee establishes inspection teams to examine mineral exploitation facilities and environmental sanitation, contributing to raising awareness of land law compliance among land users and ensuring land is used for its intended purpose and efficiently. The District People's Committee also regularly disseminates Party directives and resolutions, as well as state policies and laws on inspection and monitoring, to all levels, sectors, and segments of the population.
According to the People's Committee of Bac Son district, in the past year, state management of land continued to see many positive changes. The registration and issuance of land use right certificates, and the implementation of administrative procedures in the land sector were carried out effectively, meeting the needs of land users and contributing to the fulfillment of socio -economic development tasks and goals in the district.
However, despite the achievements, compliance with land laws by some organizations and individuals remains limited, and some organizations using land have not voluntarily registered the land they manage and use as required.
There are still cases where households have built houses on agricultural land, and despite inspections and reviews, these cases have not yet been processed according to regulations; the handling of administrative procedures related to land is often untimely, delayed, or, even after processing, the results have not been scanned for reuse.
Building on the achievements of previous years, in 2024, Bac Son district will continue to organize and manage land use in accordance with the 2024 Land Use Plan; carry out procedures for land acquisition, compensation, support, and resettlement according to the land use plan approved by competent authorities; and conduct land statistics for 2023 and land inventory for 2024, ensuring progress and quality.
Innovate and diversify propaganda work on land registration and issuance of land use right certificates, raising awareness of compliance with land laws among organizations and individuals. Regularly inspect and resolutely reclaim land from cases where land is allocated but not put into use or used inefficiently, especially restricting the use of rice-growing land for other purposes.
In addition, it is necessary to strengthen basic land surveys, land measurement and assessment, and build a land information system database; and to strictly manage and rationally utilize resources in the district for sustainable development.

Simultaneously, develop investment plans for applying advanced technical and technological advancements in land management and land use, such as digital technology in statistics and cadastral mapping; advancements in the use of sloping land to ensure ecological balance; and technical advancements in construction and agricultural and forestry production... to improve land use efficiency.
