According to Mr. Cuong, although the power cut schedule is announced in advance, businesses have to run large generators for many hours. This causes businesses to spend on fuel and generator maintenance.
In addition, enterprises must ask workers to make up work on days off due to power outages. Due to the specificity of working in shifts, workers have to pay more, which is also a big expense for businesses.
“Currently, businesses are responding passively in the form of halving the number of air conditioners in the office block, focusing on providing air conditioning for workers' workshops because if their hands are sweaty, they can't do production. electronic components are. All air conditioners turn on the minimum temperature of 28 degrees so that there is no voltage drop, affecting the production line, "said Mr. Cuong.
For example, Yazaki Co., Ltd. Quang Ninh branch is the largest enterprise in Dong Mai Industrial Park with more than 4.000 workers producing electronic components. In the summer, the company has to pay more than 1,1 billion VND for electricity each month for production. The power outage greatly affects output, order delivery time and also incurs many other additional costs.
Not only Quang Ninh, power cuts at factories and industrial parks are taking place on a large scale in the North. The announcement of Bac Ninh Electricity showed that many areas will lose power with a total of more than 240MW, of which many industrial parks in this province will encounter power cuts from 8 am on 5 June to 6 am on 8 June. . Every time there is a power outage, the company takes advantage of the self-invested rooftop solar power and generator system, but it is not enough. It has to turn off the entire air conditioning system and fan in garment factories, and at the same time give workers half-time breaks. time.
The most miserable are thousands of workers in the winter sewing line, life jackets, oversized coats in the middle of the hot sweltering summer without fans or air conditioners, everyone is hot, extremely hard and affected. health. But if the workers are off, the business will worry about not delivering the order in time.
Priority day for production, priority night for activities
The constant lack of electricity also caused the leader of Bac Giang province yesterday (June 5) to chair an online meeting with districts, cities and more than 6 businesses in the province. Chairman Le Anh Duong said that the province has worked with the Ministry of Industry and Trade, the Electricity of Vietnam (EVN) and the Northern Electricity Corporation on electricity supply.
Accordingly, Bac Giang is an area prioritized by EVN for electricity supply because it is the industrial production center of the country. However, the forecast of electricity supply is still difficult, in the next few weeks, it is not possible to finish.
Besides calling for electricity saving, the solution offered by the locality is that during the day, the province gives priority to electricity for production, and at night, electricity is given priority for people's daily life.
Accordingly, enterprises start production from 7:45 am to 17 pm. During that period, businesses are provided with uninterrupted electricity all day. Enterprises in industrial zones and clusters with urgent orders must register with the Management Board of Industrial Parks and Power Sector and only produce from 0 to 5 am.
Enterprises outside industrial zones and clusters sharing the same household and electricity lines will specifically survey and settle for each enterprise according to their appropriate ability.
This power supply plan will be temporarily applied for 20 days, after which it will continue to adjust depending on the situation.
“Power cut is force majeure”
An energy expert said: The power cut at the factory is a force majeure in the context of a lack of power. If the power to a plant is cut off, it can save an entire residential area from losing power.
The power cut, if according to the plan, the local electricity can give notice in advance. If there is a sudden incident, when the power system dispatching center orders to reduce capacity, it cannot be notified in time. In these emergencies, if the power is not cut off immediately, it will cause grid failure, causing widespread power outages.
“For example, today the dispatching allocation to the North is 9.000MW, but if suddenly a few hydroelectric power plants announce that they are out of water, unable to generate electricity, they can only meet 7.000MW, so the regional requirements North must reduce 2.000MW. At that time, Moderation will have to plan to cut in each province, so it cannot be announced in time", this expert said.
In addition, according to this expert, renewable energy has developed strongly in the past time, but mainly located in the central and southern regions, while difficulties in power supply in some times occurred in the central and southern regions. North.
At the same time, due to technical limitations to ensure safe operation of the North-South 500kV power transmission lines, additional power sources in the Central and South regions cannot support the North.
This leads to a very serious and long-predicted power outage in the North.
Discussing this issue, a representative of the Northern Electricity Corporation (NPC) said that besides the first solution of saving electricity, it is necessary to use a solution to adjust the load.
Accordingly, when the heat is at its peak, factories will switch to nighttime production. Since the end of April, this solution has been implemented and solved some problems.
However, up to now, the hydropower reservoirs are still dry, so the provincial electricity has to cut off power in some areas on the basis of the dispatching of the Power System Dispatch Center, including factories and industrial parks.
“The power cut schedule depends on how much output the Dispatch Center can provide to the NPC, then Northern Power will allocate it to the provincial power stations. The provincial electricity on that basis schedules the load regulation in that province," the NPC representative said.
Information from the Vietnam Electricity Group shows that by June 3, most of the large hydropower reservoirs in the North had reached dead water levels, including large lakes including: Lai Chau, Son La, Tuyen Quang. , Ban Chat, Hua Na, Thac Ba. Particularly, Lai Chau and Son La hydropower plants had to run at least below the dead water level, which has many potential risks in operation. The total uncollected capacity of hydropower plants in the North is about 6MW.
In the context of serious water shortages in hydroelectric reservoirs, some coal-fired power units in the system also suffered from reduced capacity or problems due to continuous high operation in hot weather conditions for a long time.
Specifically, at the time of June 5, the total capacity of the units was reduced by about 6 MW. Notably, the total capacity of the failed thermal power units reached 926 MW, making the situation of power supply to the North even more difficult.
