Businesses are increasing their demand for labor.

Over the years, job creation for workers has always been a priority for all levels, sectors, and localities in the province. Since the beginning of the year, investment promotion and attraction efforts, especially attracting foreign businesses, have been highly effective; the number of new businesses continues to increase; many businesses have developed new business plans and strategies, expanded factories and production scale, broadened export markets, and increased labor recruitment.

According to the Provincial Statistics Office, by the end of March 2025, the number of workers employed in industrial enterprises in the province increased by 1.82% compared to the previous month and by 0.98% compared to the same period last year. By April, this number had increased by 1.86% compared to the end of the previous month. In May, the number of workers employed in industrial production enterprises is estimated to have increased by 1.57% compared to the end of the previous month and by 1% compared to the same period last year, showing positive signs in the recovery of production in these enterprises. To date, the total number of workers employed in the province's industrial parks is estimated at over 90,000. Since the beginning of the year alone, enterprises in the industrial parks have attracted and created thousands of new jobs.

To help businesses recruit enough workers for production, in recent times, the departments, agencies, and the Management Board of Industrial Parks in the province have strengthened coordination with relevant units in the province and neighboring provinces to share information and data on labor and employment. Specifically, the Management Board of Industrial Parks in the province has strengthened coordination with localities and units to support businesses in need of recruiting workers by helping them access and introduce jobs to local workers; coordinating with the Military Command of districts, towns, and cities to invite businesses in need of recruiting workers to attend conferences welcoming demobilized soldiers returning to the locality; and simultaneously supporting businesses in accessing demobilized soldiers returning to the locality to promote and recruit workers.

The Provincial Employment Service Center maintains connections with Employment Service Centers nationwide, especially those in the northern provinces, to exchange and share information about the labor market in order to promptly meet the needs of businesses and workers; and participates in organizing online job fairs connecting with 13 northern provinces including: Ha Nam, Bac Giang, Bac Ninh, Thai Nguyen, Hanoi, Lang Son, Bac Kan, Hai Duong, Ninh Binh, Phu Tho, Hai Phong, Quang Ninh, and Nam Dinh .

The results of the Q1/2025 business trend survey of manufacturing enterprises show that: 25.81% of enterprises assessed their production and business situation in Q1 as better than Q4 2024; 50% assessed it as stable. Enterprises also provided forecasts for production and market conditions in Q2/2025: up to 51.61% of enterprises believe that production and business will improve. Several industries are projected to see positive trends, including: beverage production; garment manufacturing; electronics, computer and optical product manufacturing; and electrical equipment manufacturing. Therefore, many enterprises are currently recruiting labor to ensure the completion of signed orders and production plans for the remaining months of the year.

To ensure production plans are met, many businesses in industrial parks are currently announcing job openings through various channels, including the Zalo page "Recruitment in Industrial Parks," with attractive policies to attract enough workers to meet production needs. For example, Quanshen Technology Co., Ltd. (Thanh Liem Industrial Park) is recruiting workers with top-tier salaries in the industrial park, ranging from 12-18 million VND/month along with many attractive benefits such as: 100% salary during probation; bonuses for holidays and Tet (Lunar New Year); birthday, bereavement, and childbirth benefits; performance, seniority, and efficiency bonuses; childcare allowance and other welfare benefits; a civilized working environment; and high opportunities for advancement...

Ms. Hoang Thi Tinh, Head of Administration and Human Resources (Quanshen Technology Co., Ltd.), said: In preparation for the company's official launch in October 2025, we initially need to recruit 120 unskilled workers. Because this is a new industry in Vietnam (manufacturing and processing golf club products), the company is currently recruiting and training workers to familiarize them with the job. Once production stabilizes, the company will need to recruit 1,000 to 2,000 workers.

Nam Vang Ha Nam Joint Stock Company (Chau Son Industrial Park, Phu Ly City) is currently recruiting for several positions with salaries ranging from 9 to 14.5 million VND per month. Employees working at the company enjoy benefits and entitlements including seniority pay, position-based pay, free meals during shifts, breakfast support; full social insurance coverage... Notably, overtime pay is 150% on weekdays, 200% on Sundays, and 300% on holidays; transportation and housing allowance of 780,000 VND per person per month; and overtime pay of 30%.

According to the Provincial Industrial Parks Management Board, in 2025, businesses in the industrial parks will need to recruit 33,082 workers. To help businesses recruit enough workers to meet their production plans for the remaining months of the year, the Provincial Industrial Parks Management Board is strengthening its monitoring of business operations; proactively coordinating with relevant departments and units to support the resolution of difficulties and obstacles, restoring production and business to ensure employment for workers; continuing to guide businesses in the industrial parks in implementing labor laws; and supporting, guiding, and quickly resolving administrative procedures related to labor. In addition, functional departments and units assigned to coordinate labor recruitment are also strengthening their assigned tasks. For example, the Provincial Employment Service Center has strengthened coordination in conducting surveys and collecting labor market information in the province. The organization provides regular counseling, job placement services, and advice on labor and employment policies for both workers and employers; it manages, utilizes, and continuously posts job advertisements from businesses and workers on the website: ttdvvl.hanam.gov.vn, Fanpage, Zalo, and Facebook Group to effectively connect labor supply and demand.

According to the Provincial Statistics Office, the estimated labor force in the first quarter of 2025 was 477,587 people (accounting for 52.87% of the total population), an increase of 1.42% compared to the same period in 2024; the estimated number of people working in economic sectors was 469,010 people (accounting for 51.92% of the population and 98.2% of the total labor force). Of the total labor force, 77,995 people were working in agriculture, forestry, and fisheries, accounting for 16.63%; 245,856 people were working in industry and construction, accounting for 52.42%; and 145,159 people were working in the service sector, accounting for 30.95%.

Alongside attracting workers to industrial parks, units are strengthening coordination in better caring for and protecting the rights of workers. The Provincial Industrial Park Management Board regularly issues guidelines to businesses on implementing legal regulations regarding labor, social insurance, labor leasing, foreign workers, residency, and grassroots democracy regulations; and guides the organization of worker conferences and workplace dialogues. Simultaneously, they provide answers, advice, and support to businesses and workers in implementing labor laws regarding wages, social insurance, health insurance, and unemployment insurance; and urge businesses to pay outstanding social insurance, health insurance, and unemployment insurance contributions to ensure the rights of workers.

Since the beginning of the year, many new trade union organizations have been established in industrial parks (in the first quarter of 2025 alone, the Industrial Park Trade Union established 5 new trade union organizations with 495 members, bringing the total number of trade union organizations in industrial park enterprises to 352, with 76,526 members), contributing to better care and protection of workers' rights. Currently, more than 85,000 workers in industrial parks participate in social insurance, accounting for 98.24% of the total number of workers subject to mandatory social insurance. In addition, the Provincial Industrial Park Management Board has also strengthened coordination and promptly supported, mediated, and resolved complaints from workers in some enterprises to protect their legitimate rights so that workers can work with peace of mind and contribute to the development of the enterprises.
