Nhu Xuan improves the effectiveness of the New Rural Development Program.

On the morning of April 9th, the No. 2 Monitoring Team of the Provincial People's Council, led by Mr. Dao Xuan Yen, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, and Head of the Culture and Social Affairs Committee of the Provincial People's Council, conducted a thematic monitoring visit on "Results of the implementation of the National Target Program for New Rural Development from 2021 to 2023 in Thanh Hoa province" in Nhu Xuan district.

The No. 2 monitoring delegation of the Provincial People's Council, led by Comrade Dao Xuan Yen, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, and Head of the Culture and Social Affairs Committee of the Provincial People's Council, visited the cultural house of Hamlet 3, Bai Tranh Commune.

During the 2021-2023 period, with over 589 billion VND mobilized for the New Rural Development Program, Nhu Xuan district directed localities to invest in upgrading and renovating transportation systems, irrigation works, and equipment for agricultural production. Currently, all 15 communes in the district meet the criteria for irrigation, electricity, and rural commercial infrastructure. The One Commune One Product (OCOP) program has been effectively implemented, with 20 products ranked 3 stars, making Nhu Xuan one of the mountainous districts that has developed many OCOP products. During the 2021-2023 period, poverty reduction targets exceeded the set plan, with 3 out of 15 communes meeting the criteria for multidimensional poverty; 12 out of 15 communes met the health criteria, achieving 100% of the target and plan for 2025.

The material and spiritual lives of rural people have improved, the poverty rate has decreased rapidly, and per capita income has increased; cultural, informational, physical education, and sports activities, as well as healthcare for the people, have received attention... raising the level of cultural enjoyment for the people.

However, during the process of building new rural areas, Nhu Xuan district still faces many difficulties and obstacles, especially in implementing some criteria such as multidimensional poverty, traceability of key products, and the percentage of households using clean water according to standards from the centralized clean water supply system...

To date, Nhu Xuan district has achieved 6 out of 9 criteria for a New Rural Area standard district, with 5 communes recognized as meeting New Rural Area standards, and Bai Tranh commune has completed its dossier to submit to the appraisal council for advanced New Rural Area standard.

Representatives from the leadership of Nhu Xuan district reported on the progress of new rural development in the area during the 2021-2023 period.

During the working session, members of the monitoring team requested Nhu Xuan district to address difficulties regarding the clean water criteria, review data on mobilized capital for rural development, and increase the percentage of green spaces. In addition, they emphasized the importance of introducing high-quality rice varieties into production, developing fruit trees linked to processing, and promoting concentrated livestock farming while protecting the environment; developing OCOP products linked to brand building, striving for products to achieve 4-star quality...

Based on the district's report and the discussions at the meeting, on behalf of the supervisory delegation, Comrade Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda Department, highly appreciated the efforts and achievements of Nhu Xuan district in the process of building new rural areas; especially in leadership, direction, and management. In addition, he also shared his understanding of the difficulties the district faced in the process of building new rural areas.

The Head of the Provincial Party Committee's Propaganda Department suggested that Nhu Xuan district needs to strengthen propaganda and mobilization efforts, promoting the leading role of the people with the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." In addition, focus on directing the implementation of criteria for new rural villages, hamlets, communes, and districts, advanced new rural areas, and model new rural areas; promote agricultural restructuring towards large-scale, clean, high-tech agriculture, and develop high-quality OCOP products; pay attention to environmental criteria, building a bright, green, clean, and beautiful rural landscape; strengthen the mobilization of resources for new rural construction, and focus on developing the cultural and educational sectors. The Head also requested Nhu Xuan district to incorporate the opinions expressed at the meeting to finalize the report before April 15th.

Before working with the District People's Committee, Monitoring Team No. 2 conducted on-site monitoring in the two communes of Bai Tranh and Xuan Binh, and the Song Chang Youth Settlement Village.
