The Investigation Department of the Ministry of Public Security has completed its investigation and recommended the prosecution of the defendants involved in the case at Phuc Son Group, chaired by Hau 'Phao'. The head of this group also spent 132 billion VND on various officials to secure projects.

Among the 41 defendants recommended for prosecution are many former provincial secretaries and chairmen.
